A preliminary report into the Delta Air Lines flight that flipped upside down in a crash landing at Toronto’s Pearson International Airport last month shows the plane had been descending at a high rate of speed.

Twenty-one people were injured in the botched landing on Feb. 17.

The flight, which was arriving from from Minneapolis, was operated by Endeavor Air and had 80 people on board — 76 passengers and four crew members.

The report, released Thursday by the Transportation Safety Board of Canada, did not disclose a cause for the crash.

In the landing, “the aircraft impacted the runway, the right wing detached, and a fire ensued,” the report said. The aircraft then overturned, leaving passengers dangling upside down in their seats, and slid down the runway inverted until it came to a stop.

Of the 21 injured, two were reported to have serious injuries, according to the report.

The report broke down a second-by-second play of the moments before the landing. 

At 2:12:40, 3.6 seconds before touchdown, the rate of descent had increased. One second later the flight’s enhanced ground proximity warning system “sink rate” alert sounded, indicating a high rate of descent. 

Then, 1.6 seconds before touchdown, the aircraft “was slightly below the glide slope” — a system that guides an aircraft down to the runway during landing for a controlled descent.

The right main landing gear of the plane made contact with the runway at 2:12:43.

At touchdown, a part of the right main landing gear fractured, the landing gear folded into the retracted position, the wing root fractured between the fuselage (the main body of the plane) and the landing gear, and the wing detached, “releasing a cloud of jet fuel, which caught fire,” the report said.

Then the plane slid on the runway and the body of the plane rolled to the right until it became upside down.

“A large portion of the tail, including most of the vertical stabilizer and the entire horizontal stabilizer, became detached during the roll,” the report said.

After coming to a stop, the passengers and crew were evacuated. Following the evacuation, aircraft rescue fire fighters entered the main body of the plane.

Shortly afterward, “an explosion occurred outside the aircraft in the area of the left wing root,” the report said. The safety board said the cause of that explosion is still under investigation.

“For everyone at Endeavor Air and Delta, nothing is more important than the safety of our customers and our people. That’s why we remain fully engaged as participants in the investigation led by the Transportation Safety Board of Canada,” Delta said in a statement Thursday. “Out of respect for the integrity of this work that will continue through their final report, Endeavor Air and Delta will refrain from comment.”

Delta Air Lines is offering passengers who were on the Toronto-bound flight that crash-landed and flipped upside down $30,000 apiece.

It was not immediately clear how passengers can claim their money, but if all 76 passengers take Delta up on its offer, it will have to fork over nearly $2.3 million in total.

Delta Care Team representatives are telling customers that the offer “has no strings attached and does not affect rights,” a Delta spokesperson said.

Delta Flight 4819, which was arriving at Toronto Pearson International Airport from Minneapolis, burst into flames upon landing and flipped upside down on the runway at around 2:15 p.m. Monday.

The CRJ-900 was carrying 76 passengers and four crew members who were left dangling from their seat belts when the smoking plane came to a stop.

There were no deaths, but 21 people were injured and taken to local hospitals. Airport President and CEO Deborah Flint said none of the injuries were life-threatening.

As of Wednesday morning, all but one of the injured passengers had been released from the hospital, Delta said.

Weather conditions at Toronto Pearson International Airport were clear Monday, Flint said, although wind gusts up to 40 mph were reported at the time of the crash. Two storms dumped nearly 2 feet of snow on the airport in the days leading up to the crash, but no snow was reported on radar at the time of the accident. 

Flint warned against speculation and declined to answer questions about the conditions of the runway.

The cause of the crash remains unclear. The Transportation Safety Board of Canada is investigating, with assistance from the U.S. National Transportation Safety Board, officials have said.

Walmart is laying off hundreds of corporate workers across the country as it relocates many employees to its Arkansas headquarters.

The big-box retailer confirmed the layoffs and relocations in a memo sent to employees Tuesday.

In the memo, Chief People Officer Donna Morris said the move is meant to bring more of its employees back to the office after the Covid-19 pandemic. The company brought corporate employees back to its Bentonville, Arkansas, headquarters in February 2022.

Now, she said, Walmart is taking that a step further. The majority of employees working remotely and in offices in Dallas, Atlanta and Toronto have been asked to relocate. Most will be moved to the company’s Arkansas headquarters, but some will also relocate to offices in the San Francisco Bay Area or Hoboken, New Jersey, she said.

“In addition, some parts of our business have made changes that will result in a reduction of several hundred campus roles,” she said in the memo. “While the overall numbers are small in percentage, we are focused on supporting each of our associates affected by these changes.”

Walmart did not say how many people were affected by the cuts.

The news comes days before Walmart’s much-anticipated earnings report on Thursday.

The layoffs are the latest cost cut for the discounter. In late April, Walmart announced it would shutter 51 health clinics across Arkansas, Florida, Georgia, Illinois and Texas. The new clinics, which offered doctor, dentist and therapy appointments, were part of Walmart Health, a broad effort by the discounter to bring lower prices to the health-care industry. It had opened the health clinics next to its big-box stores, but said in an announcement on its website that the business was not financially sustainable.

Walmart is the nation’s largest private employer with about 1.6 million employees, most of whom work at its stores across the country.

Walmart has another reason to bring more employees to Bentonville: It is building a nearly 350-acre campus there. The major development, which is well underway, includes 12 office buildings, along with parking lots, a hotel and other amenities. The campus’ first few buildings have already opened, including a fitness center and a day care.
