Parliament is scheduled to debate the regulations pertaining to the control of drug prices on 21 October 2025.

The new gazette notification containing the relevant regulations was recently approved by the Ministerial Consultative Committee on Health and Mass Media.

When the committee met under the chairmanship of the Minister in charge, Dr. Nalinda Jayatissa, the Chairman of the National Medicines Regulatory Authority (NMRA), Dr. Ananda Wijewickrama, pointed out that the Authority is empowered to regulate the prices of medicines under the National Medicines Regulatory Authority Act.

He stated that these regulatory activities had been carried out since 2017. However, due to an interim injunction issued by the court in response to a case filed by a group of drug import companies in 2023, price regulation activities were suspended from 22 December 2023.

A new gazette notification was issued in August 2024 reintroducing the regulatory system, but that too was challenged in court.

Subsequently, another gazette notification was published on 21 July 2025, Dr. Wijewickrama added.

The Parliament Secretariat announced that the regulations mentioned in that gazette notification are scheduled to be debated on 21 October 2025.

New rules for testing and deployment of self-driving vehicles are on the way in the state of California.

The California DMV announced on Friday that it is now seeking public comment on proposed regulations that would apply to self-driving vehicles from light-duty robotaxis like Waymo’s to heavy-duty driverless trucks like those from Plus.AI.

In a statement e-mailed to CNBC, a spokesperson for California DMV said the proposed regulations “offer the nation’s most comprehensive rules for the operation of autonomous vehicles and underscore the DMV’s commitment to enhancing public safety, fostering innovation, and establishing a robust framework for AV technology testing and deployment.”

With its engineering headquarters in Palo Alto, Elon Musk’s Tesla has been promising to deliver a self-driving vehicle and driverless ride-hailing service for years. But Tesla has not yet obtained permits in California for deployment of driverless vehicles there, and the company has not yet sold vehicles that are deemed safe to use without a person behind the wheel.

Shares of Tesla still climbed about 10% Friday, continuing to rebound from a recent plunge fueled by uncertainty around President Donald Trump’s global tariff blitz.

Competitors including Alphabet-owned Waymo, Amazon-owned Zoox and the Chinese AV company WeRide have all obtained a higher level of permits in California, and Waymo is already operating a robotaxi service in Los Angeles and the San Francisco Bay Area.

The state’s vehicle safety authority has posted the regulations to its autonomous vehicles website, and it has begun accepting comments from the public for a 45-day period that will end June 9, 2025. After that, it plans to schedule a public hearing before implementing new regulations.

The proposed regulation would require driverless vehicle makers to obtain a permit for testing with a human safety driver on-board, then complete a certain number of test-drive miles. They would then need to obtain another permit for driverless testing, as well as a final permit to deploy driverless vehicles in California.

The new proposed rules would also allow autonomous trucks (weighing 10,001 pounds or more) to be tested on California’s public roads. They would also require all AV makers operating in the state to adhere to new data-reporting requirements and comply with the state’s standards for driverless vehicle interactions with first responders.

California’s updated regulations were announced after the National Highway Traffic Safety Administration said it would relax an order requiring automakers to report data on collisions that occur while drivers are using their partially-automated or more advanced automated driving systems.

In 2022, the California DMV sued Tesla, saying the company engaged in deceptive marketing and advertising practices around its Autopilot and Full Self-Driving systems. The company’s advanced driver assistance systems require a person behind the wheel, ready to steer at any moment. That case is ongoing.

The Sri Lankan government has announced new restrictions on marketing food and beverages to children, effective January 1, 2025, under the Food (Labelling & Advertising) Regulations 2022.

The Ceylon Chamber of Commerce, through its Food & Beverage Steering Committee, was a key partner in shaping these regulations by providing inputs on food science, nutrition, international regulatory practices, and legal frameworks during an over decade-long consultation process with the Ministry of Health.

Under the new rules, the industry must ensure that children under 12 are not featured in advertisements for F&B products. Further, the industry must ensure that F&B products are not advertised or promoted to children below 12 years without prior approval from the Ministry of Health.

Additionally, updated food labelling requirements, effective July 1, 2025, will empower consumers with essential information, including nutritional values and detailed ingredient lists, to make informed food choices, the Ceylon Chamber of Commerce stated in a statement.

These updates address gaps in the regulations established in 2005 and align the framework with international standards, it said.

Mr. Buwanekabahu Perera, CEO of The Ceylon Chamber of Commerce, stated: “We commend the Ministry of Health for modernising Sri Lanka’s food regulatory framework after 20 years. Transitioning entrenched industry practices will be challenging for businesses, from SMEs to large-scale operators. However, it is vital to balance consumer protection with the continued availability of packaged food, and preserving longstanding brand equity. A corrective and collaborative approach to implementing these regulations will be important to ensure a smooth transition.”

A top Federal Reserve official on Tuesday unveiled changes to a proposed set of U.S. banking regulations that roughly cuts in half the extra capital that the largest institutions will be forced to hold.

Introduced in July 2023, the regulatory overhaul known as the Basel Endgame would have boosted capital requirements for the world’s largest banks by roughly 19%.

Instead, officials at the Fed, the Office of the Comptroller of the Currency and the Federal Deposit Insurance Corp. have agreed to resubmit the massive proposal with a more modest 9% increase to big bank capital, according to prepared remarks from Fed Vice Chair for Supervision Michael Barr.

The change comes after banks, business groups, lawmakers and others weighed in on the possible impact of the original proposal, Barr told an audience at the Brookings Institution.

“This process has led us to conclude that broad and material changes to the proposals are warranted,” Barr said in the remarks. “There are benefits and costs to increasing capital requirements. The changes we intend to make will bring these two important objectives into better balance.”

The original proposal, a long-in-the-works response to the 2008 global financial crisis, sought to boost safety and tighten oversight of risky activities including lending and trading. But by raising the capital that banks are required to hold as a cushion against losses, the plan could’ve also made loans more expensive or harder to obtain, pushing more activity to nonbank providers, according to trade organizations.

The earlier version brought howls of protest from industry executives including JPMorgan Chase CEO Jamie Dimon, who helped lead the industry’s efforts to push back against the demands. Now, it looks like those efforts have paid off.

But big banks aren’t the only ones to benefit. Regional banks with between $100 billion and $250 billion in assets are excluded from the latest proposal, except for a requirement that they recognize unrealized gains and losses on securities in their regulatory capital.

That part will likely boost capital requirements by 3% to 4% over time, Barr said. It’s an apparent response to the failures last year of midsized banks caused by deposit runs tied to unrealized losses on bonds and loans amid sharply higher interest rates.

Mortgages, retail loans

Key parts of the proposal that apply to big banks bring several measures of risk more in line with international standards, while the original draft was more onerous for things such as mortgages and retail loans, Barr said.

It also cuts the risk weighting for tax credit equity funding structures, often used to finance green energy projects; tempers a surcharge proposed for firms with a history of operational failures; and recognizes the relatively lower-risk nature of investment management operations.

Barr said he will push to resubmit the proposed Basel Endgame regulations, as well as a separate set of capital surcharge rules for the biggest global institutions, which starts anew a public review process that has already taken longer than a year.

That means it won’t be finalized until well after the November election, which creates the risk that if Republican candidate Donald Trump wins, the rules could be further weakened or never implemented, a situation that some regulators and lawmakers hoped to avoid.

It’s unclear if the changes appease the industry and their constituents; banks and their trade groups have threatened to litigate to prevent the original draft’s implementation.

“The journey to improve capital requirements since the Global Financial Crisis has been a long one, and Basel III Endgame is an important element of this effort,” Barr said. “The broad and material changes to both proposals that I’ve outlined today would better balance the benefits and costs of capital.”

Reaction to Barr’s proposal was swift and predictable; Sen. Elizabeth Warren, D-Mass., called it a gift to Wall Street.

“The revised bank capital standards are a Wall Street giveaway, increasing the risk of a future financial crisis and keeping taxpayers on the hook for bailouts,” Warren said in an emailed statement. “After years of needless delay, rather than bolster the security of the financial system, the Fed caved to the lobbying of big bank executives.”

The American Bankers Association, a trade group, said it welcomed Barr’s announcement but stopped short of giving its approval to the latest version of the regulation.

“We will carefully review this new proposal with our members, recognizing that America’s banks are already well-capitalized and … any increase in capital requirements will still carry a cost for the economy and must be appropriately tailored,” said ABA President Rob Nichols.

Capital markets regulator Sebi has proposed a comprehensive review of merchant banker regulations considering the change in market dynamics over the last few years.

The objective of these regulations was to lay down a regulatory framework for merchant bankers, their eligibility, responsibility and continuance in the securities market.

Merchant bankers play a key role in the primary market and have been entrusted with the responsibility to ensure appropriate due diligence, maintain integrity of the primary market and ensure compliance with the relevant laws on own account and on behalf of the issuers.

As a result of evolution of the securities markets and overall increased compliance requirements, the roles and responsibilities and business undertaken by the bankers in the primary market has increased significantly.

Under the proposed new changes in a consultation paper, Sebi seeks to review of activities of bankers, make changes to capital adequacy requirements. The regulator has also proposed a introduction of minimum liquid net worth apart from reviewing legal structures to be permitted for grant of registrationAmong the proposed changes, Sebi said directors, key personnel, compliance officers and their relatives cannot hold securities in the issuer company. The regulator said existing MB Regulations need to be aligned with amendment in other Sebi Regulations and with the current ecosystem and henceforth the review.

Sebi also wanted clarity on the activities to be permitted to the bankers and ensure continuance of only serious players in the securities market.

The regulator is further proposing to delete provisions which have become reductant and have outlived their utility.

This spring, mere weeks after the U.S. Securities and Exchange Commission (SEC) adopted new climate disclosure rules, the regulator paused implementation to defend the regulation in court.

And earlier this month, California Gov. Gavin Newsom proposed delaying two laws that would require larger businesses to report their greenhouse gas emissions and financial risks to climate change. The bills, which together track closely to what the SEC was considering, now won’t be implemented until 2028.

Both were setbacks to climate advocates who believe more disclosure requirements could pressure companies to move further along in their energy transition journey.

And yet, even with uncertainty on when and what government-mandated climate disclosures will look like, experts say companies are still moving forward by measuring their environmental, social, and governance (ESG) risks and opportunities. And many businesses are already proactively tracking that data and sharing it publicly in anticipation of the rules changing.

“The timeline for what companies will have to report and where they’ll report is somewhat in question,” said Kristina Wyatt, deputy general counsel and chief sustainability officer at climate data disclosure software company Persefoni. She was speaking at a virtual discussion hosted by Fortune and Diligent for their “The Modern Board” roundtable series.

The level of frustration about the regulatory paralysis is “not as significant as you might think,” she added. By and large, companies know that they will need to share more ESG disclosures in the near future and many are even relieved that the fractured regulatory landscape is becoming more harmonized.

“The real question is, how much of that information will need to go into their regulatory reports?” Wyatt asked.

The ESG debate

ESG has become a politically charged term that’s led to a slew of anti-ESG legislation in Republican-led states and to some companies either delaying their environmental commitments or ditching them entirely. A few recent examples include retailer Tractor Supply, which dropped most of its climate advocacy efforts, and consumer products giant Unilever’s softer sustainability and diversity pledges.

“I know that we’ve all been reading a lot about the ESG backlash,” said Nithya Das, chief legal and administrative officer at Diligent. “But interestingly, only three percent of companies have actually changed their ESG strategy or priorities as a result of the backlash.”

Das cited further data from a recent Diligent report showing that an overwhelming 96% of directors expect a “continued or stronger” focus on ESG in the next five years. The survey, conducted with executive search firm Spencer Stuart, represented the views of 800-plus board members in the U.S., U.K., and European Union.

And while nearly all companies remain firmly committed to ESG, 17% say they’re evolving how they’re communicating their sustainability strategies. Wyatt asserted that companies have a significant opportunity to improve their communications on how ESG factors translate into risks and opportunities for the overall business.

The debate about ESG issues is also putting pressure on boards. Wyatt said it’s a board’s job to have sufficient knowledge about ESG to ask the right questions, hold management accountable, and bring in outside experts when necessary. But, “it is not the board’s job to manage the disclosures and manage the climate risk and opportunity,” she said. That’s ultimately up to the CEO and the rest of the executive leadership team.

Meet the ESG Controller

The Diligent report also highlighted that the biggest obstacle to ESG strategy development and integration is internal competition. Nearly one out of every four board members believe that to be true at their companies.

Wyatt said one way companies can get a better handle on the material business risks to ESG gaps is by getting a better handle on good data. To that end, she’s seen the emergence of a new job title, the ESG Controller, who is responsible for collecting data from different business functions to assess better governance. Frequently, this role reports to the chief financial officer and is in the finance department.

“That’s a step in the [right] direction of integrating ESG and ESG data into the core business functions of the company,” Wyatt said.

Das said Diligent’s survey data also shows the push to integrate ESG into business strategies in a few interesting ways. Ninety-four percent of board directors have integrated ESG into either their compensation plans or their strategic goals. And more than four in 10 directors say they want more clarity about how ESG connects back to the business strategy.

“We’re seeing from the board level that directors are asking for tighter alignment between the ESG strategy and business strategy,” Das said.

Sen. Elizabeth Warren, D-Mass., is accusing Federal Reserve Chair Jerome Powell of doing the financial industry’s bidding by considering changes to a sweeping set of regulations aimed at boosting the capital cushion that large American banks would be required to hold.

In a June 17 letter first obtained by CNBC, Warren asked Powell for a response to reports that “you are advocating for slashing in half” the increase in capital required under the proposals, known as the Basel III Endgame.

“I am disappointed by press reports indicating that you are personally intervening—after numerous meetings with big bank CEOs—to delay and water down the Basel III capital rules,” said Warren.

Last year, three U.S. banking regulators including the Federal Reserve unveiled the proposed rules, a long-expected regime shift around bank capital and risky activities such as trading and lending. The regulations incorporate new international standards created as a response to the 2008 global financial crisis.

“These rules are critical and long overdue, particularly in the wake of the Silicon Valley and Signature Bank failures, and as risks from the weak commercial real estate market and other economic threats ripple through the banking system,” Warren said.

Bank CEOs and their lobbying groups have said the increases are unnecessarily aggressive and would force the industry to curtail lending.

In March, Powell told lawmakers that he expected “broad and material changes” to the proposal in the wake of the industry’s campaign against the rules. JPMorgan Chase CEO Jamie Dimon coordinated efforts to weaken the rules, urging CEOs to appeal directly to Powell, The Wall Street Journal reported last month.

“It now appears that you are directly doing the bank industry’s bidding, rewarding them for their extensive personal lobbying of you,” Warren said in her letter. “Taking orders from the industry that caused the 2008 economic meltdown would sacrifice the financial security of middle-class and working families to line the pockets of wealthy investors and CEOs.”

She further criticized Powell, saying “regulatory rollbacks” under the Fed chair allowed the regional banking crisis of 2023 to happen and “enriched Jamie Dimon and his Wall Street cronies.”

Warren urged Powell to allow a Federal Reserve Board vote on the original, tougher Basel proposal by the end of this month. The window to finalize and approve the rules ahead of U.S. elections in November is closing, and analysts have said that the proposal could be delayed or killed if Donald Trump is reelected president.

“Instead of doing Mr. Dimon’s bidding, you should do your job and allow the Board to convene for a vote on a 16% capital increase by June 30th, as global regulators determined was necessary to prevent another financial crisis,” Warren said.

When asked for a response to Warren’s letter, a Fed spokesperson had this statement on Tuesday morning: “We have received the letter and plan to respond.”

Women’s sports reached an inflection point in 2023, propelled by major new broadcast deals, once-in-a-lifetime players and record-breaking audiences that dramatically changed the sports landscape.

From Caitlin Clark fever in Iowa to a packed house of 92,000 fans for women’s volleyball in Nebraska, women’s sports have never been more at the forefront.

And it’s not slowing down.

Revenue generated by women’s elite sports could surpass $1 billion this year, a 300% increase from 2021, according to estimates from Deloitte.

Bigger media deals and more commercial sponsors are driving record valuations for women’s sports, with several teams’ values expected to exceed $100 million in 2024, according to Deloitte.

Last year saw record media deals for women’s sports as the NCAA and NWSL both inked groundbreaking agreements. And investors from private equity to celebrities are lining up to get in the game.

Yet, there’s still a lot of work to be done, specifically, in the areas of equal pay, prime-time access and even the need for more historical data.

CNBC surveyed some of the most high-powered women executives in sports, ranging from league commissioners to team owners and CEOs, to hear their thoughts on the state of women in sports. Some of their answers have been edited for style, clarity and length.

Renie Anderson, executive vice president and chief revenue officer for the NFL: The obstacle, or really the opportunity, for today is to continue to amplify the spectacular athleticism of these women. Rather than be shocked and surprised that women are spectacular at sport, we need to do a better job of weaving in the message of greatness when highlighting the greatness in men’s sports. It’s there. It just doesn’t get the attention it deserves.

We’re 100 years behind men’s sports, and so it’s not to say that we should move slowly. It is to say that it is challenging to sort of build the plane as quickly as so many stakeholders expect it to be built — and to do it in a way that’s sustainable and commercially viable.

Cathy Engelbert, commissioner of the Women’s National Basketball Association: One of the obstacles is the undervaluation of our assets. Whether it’s a patch on the uniform or an ad buy on a broadcast, we need to change the model. It’s based on decades-old spreadsheet models that are tailored to men’s sports and in those models, a lot of things that companies are now supporting in women’s sports aren’t being accounted for like their diversity, their community, the fact that they are not the “one and done” type.

Jessica Gelman, KAGR CEO and founder of the MIT Sloan Sports Analytics Conference: A major obstacle has been available data on performance which supports and enhances storytelling. These stories create interest and drive (i.e. see Caitlin Clark’s NCAA scoring record quest). This past year the MIT Sloan Sports Analytics Conference donated to Sports-Reference to support the addition of college women’s data back to 1987.

Jayna Hefford, senior vice president of operations for the Professional Women’s Hockey League: Women’s sports still struggle to secure prime broadcast windows, consistent airtime and traditional media coverage. Furthermore, the scarcity of traditional media coverage has historically forced women’s teams and leagues, as well as women-owned media companies, to take the lead in promoting their own narratives. This limited visibility has made it challenging to attract brand support, even though research indicates that companies investing in women’s sports see lucrative returns.

Haley Rosen, CEO and founder of Just Women’s Sports: One of the biggest obstacles hindering the progress of women’s sports today is relying on the legacy platforms. Legacy platforms aren’t set up to support women’s sports and build on the momentum. Yes, they’ll air the games. But there’s only so much time in the day for the shoulder programming and coverage needed to amplify the women’s leagues, and legacy platforms are always going to prioritize men’s sports. Viewership numbers are rising, but the relative percentage of women’s sports coverage on legacy platforms hasn’t changed.

Mollie Marcoux Samaan, commissioner of the Ladies Professional Golf Association: Women’s sports today face two primary obstacles: investment and exposure. At the LPGA we’ve made some great strides. Our total revenue has gone up 65% in the last four years, and total purses — the prize funds players’ play for each week — has grown 70% since 2021. That’s because of investment, because of partnerships, because of corporate decision makers seeing not only the significant commercial value of the LPGA but also the opportunity to have a positive impact on the world.

Katrina Adams, former pro tennis player and ex-CEO of the United States Tennis Association: I think what the Women’s Tennis Association has done for many years, is shown other professional sports what can be achieved if they use your voice and their talent, that they can survive. When you look at the players of today — you know, we talk about the [Caitlin Clark types] and Sabrina Ionescu and Coco Gauff, who was the highest paid athlete last year — there’s so many opportunities for these young women to use their platform to really speak up and speak out on what it means to be on a level playing field week in and week out.

Berman: I think we have to go from these being moments to being part of a movement, so that we get out of the default of having these reference points be episodic, or transactional or in isolation, so that it can translate to more sustainable growth and investment. I think the more we can demonstrate and talk about some of those consistent data points that show that the business is actually being built in a more consistent way, the easier it’ll be to debunk the narrative that these are one-off success stories.

We can use the momentum from attention-grabbing sports moments to bring athletes’ stories to the forefront and connect with broader audiences that way.

Engelbert: Sports is about marketing, marketing, marketing. If you look back at the history of the NBA that put the league on the map and the multibillion-dollar deals, it was a rivalry coming out of college, Magic Johnson and Larry Bird. Then it was a marketing genius with Michael Jordan and Nike. But you need capital to market and advertise. I think the marketing strategy we put in place now that we have this capital is to build household names, create rivalries, and promote games or events of consequence.

Amy Howe, FanDuel CEO: Women’s sports need to continue to position their star athletes (i.e. Ionescu, A’ja Wilson and Breanna Stewart of WNBA) in the mainstream at parity with their male counterparts – the 3-point competition was a perfect example. Not surprisingly, all of this investment and support is fueling greater performance from female athletes which is driving added success in places like FanDuel’s business, where we saw a 270% increase in bet counts on women’s sports and 101% increase in handle, or amount wagered. It’s a real flywheel effect.

Rosen: There are tens of millions of sports fans out there waiting to be onboarded into this space. We have to make it easy and fun for them to be a women’s sports fan and not just rely on the stand-alone moments. That means meeting them every day on their feeds, creating content that engages them and keeps them continually connected to this space.

Kelly Laferriere, chief business officer, A-Rod Corp.:

The investment community and media companies are taking notice. They recognize the strategic value. Distributing women’s sports content across multiple media platforms to reach the widest possible audience will drive new revenue and keep women’s sports part of mainstream conversations. The Paris Olympics in July also creates an opportunity for female athletes to shine on the world stage.

Adams: I think it’s an opportunity for our women to finally be recognized and actually make a living. The men, they’ve had this opportunity for years, for decades, “under the table,” if you will, now the women are able to do it legally with the NIL. For them to make a little money and really grow the sport in their communities, in their cities in their college towns, etc. I think it’s great. They’re learning how to become entrepreneurs at a younger age, and they’re doing extremely well.

I’m not sure outside of a handful of amazing athletes/influencers it’s going to be spread out throughout college sports for women, like it is for football for men. But I guess we wait and see. I don’t think it hurts, but for those few women that do benefit, it’s an opportunity for them to lift up other women.

Duckworth: NIL opens doors for female athletes to build their own brands in ways that weren’t possible before. Why shouldn’t a female athlete make money the same way her male counterpart can? Money equals independence in my book. Kudos to major sports stars like Angel Reese or Caitlin Clark on showing young women just what can be built.

Hefford: The positive impact of NIL on women’s college athletics has reverberated throughout women’s sports, creating a scenario where all boats rise. As more female athletes become household names, the investment in women’s sports is likely to increase, encouraging more young girls to start — or continue participating in — sports.

Rosen: On paper, it’s great and we should celebrate anything that helps women athletes grow their brand and monetize their talents. There are obviously still some details that need to be ironed out, especially when it comes to team dynamics and the potential for NIL deals to force players into taking the short-term profit at the cost of their long-term development.
