<p>For years, France&#8217;s <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-1">Eutelsat<span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span> has been trying to build a European alternative to Elon Musk&#8217;s Starlink satellite broadband service.</p>
<p>The company merged with British satellite venture OneWeb in 2023, consolidating the region&#8217;s satellite communications industry in an effort to catch up to Starlink, which is owned by SpaceX.</p>
<p>Last week, the French state led a 1.35-billion-euro ($1.58 billion) investment in Eutelsat, making it the company&#8217;s biggest shareholder with a roughly 30% stake.</p>
<p>Europe largely lags behind the U.S. in the global space race. Starlink&#8217;s constellation of over 7,000 satellites dwarfs Eutelsat&#8217;s. Meanwhile, Europe&#8217;s launch capabilities are more limited than the U.S. The region still relies heavily on America for certain launch services, which is a market dominated by SpaceX.</p>
<p>Eutelsat currently has a market capitalization of 1.6 billion euros, much lower than estimates for Starlink owner SpaceX&#8217;s value, which was pegged at $350 billion in a secondary share sale last year. In 2020, analysts at Morgan Stanley said that they see Starlink growing to $80.9 billion in their &#8220;base case valuation&#8221; for the firm.</p>
<p>Luke Kehoe, industry analyst at network monitoring firm Ookla, said France&#8217;s investment in Eutelsat shows the country &#8220;is now treating Eutelsat less like a commercial telco and more like a dual-use critical-infrastructure provider&#8221; and a &#8220;strategic asset&#8221; in the European Union&#8217;s push for technological sovereignty.</p>
<p>However, building a European competitor to Starlink will be no mean feat.</p>

<h2 class="ArticleBody-subtitle"><a id="headline0"/>A matter of scale</h2>

<p>Communications industry experts tell CNBC that, while Eutelsat could boost Europe&#8217;s efforts to create a sovereign satellite internet provider, challenging its U.S. rival Starlink would require a significant increase in investments in Low Earth Orbit (LEO) satellites.</p>
<p>Eutelsat&#8217;s OneWeb arm operates a total of 650 LEO satellites, which is less than a tenth of Starlink&#8217;s 7,600-strong global satellite constellation.</p>
<p>&#8220;To offer greater capacity and coverage, [Eutelsat] needs to increase the number of satellites in space, a task made more difficult due to the fact that many of OneWeb&#8217;s satellites are nearing the end of their lifespan and will need to be first replaced before growing the constellation&#8217;s size,&#8221; Joe Gardiner, research analyst at market research firm CCS Insight, told CNBC via email.</p>

<p>Ookla&#8217;s Kehoe echoed this view. &#8220;Eutelsat&#8217;s chances of achieving parity with Starlink in the mass-market satellite broadband segment within the next five years remain limited, given SpaceX&#8217;s unmatched global scale in LEO infrastructure,&#8221; he said.</p>
<p>&#8220;Even with the latest injection of capital from the French state, Eutelsat continues to lag behind Starlink in several key areas, including capital, manufacturing throughput, launch access, spectrum and user terminals.&#8221;</p>
<p>Nevertheless, he thinks the company is &#8220;well positioned to succeed in European-sovereign, security-sensitive and enterprise segments that prioritise jurisdictional control and sovereignty over raw constellation capacity.&#8221; The enterprise segment refers to the market for corporate space clients.</p>

<h2 class="ArticleBody-subtitle"><a id="headline1"/>Could Eutelsat replace Starlink in Europe?</h2>

<p>That&#8217;s certainly the hope. France&#8217;s Emmanuel Macron has urged Europe to ramp up its investment in space, saying last week that &#8220;space has in some way become a gauge of international power.&#8221;</p>
<p>When Eutelsat announced its investment from France last week, the firm stressed its role as &#8220;the only European operator with a fully operational LEO network&#8221; as well as the &#8220;strategic role of the LEO constellation in France&#8217;s model for sovereign defense and space communications.&#8221;</p>
<p>Earlier this year, Eutelsat was rumoured to be in the running to replace Starlink in Ukraine. For years, Starlink has offered Ukraine&#8217;s military its satellite internet services to assist with the war effort amid Russia&#8217;s ongoing invasion.</p>

<p>Relations between the U.S. and Ukraine soured following the election of President Donald Trump and reports surfaced that U.S. negotiators had raised the possibility of cutting Ukraine&#8217;s access to Starlink.</p>
<p>Germany set up 1,000 Eutelsat terminals in Ukraine in April with the aim of providing an alternative — rather than a replacement — for Starlink&#8217;s 50,000 terminals in the war-torn country.</p>
<p>Since then, U.S.-Ukraine tensions have somewhat cooled, and Starlink remains the primary satellite broadband provider to the Ukrainian military.</p>
<p>Eutelsat&#8217;s former CEO Eva Berneke has herself admitted that the company cannot yet match Starlink&#8217;s scale.</p>
<p>&#8220;If we were to take over the entire connectivity capacity for Ukraine and all the citizens — we wouldn&#8217;t be able to do that. Let&#8217;s just be very honest,&#8221; she <a href="https://www.politico.eu/article/ukraine-stuck-with-elon-musk-starlink-satellite-internet/" target="_blank" rel="noopener">said in an April interview with Politico</a>.</p>
<p>Berneke was replaced as CEO in May by Jean-Francois-Fallacher, a former executive of French telecoms giant <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-8">Orange<span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span>.</p>

<h2 class="ArticleBody-subtitle"><a id="headline2"/>Apples and oranges</h2>

<p>Meanwhile, even though Eutelsat has been ramping up investments in LEO satellite with its OneWeb unit, experts say its technical architectures and orbital designs are ultimately different from Starlink&#8217;s.</p>
<p>&#8220;The OneWeb constellation currently uses a bent-pipe architecture, which is not as capable as Starlink satellites; therefore, OneWeb will also need to invest in second-generation satellites,&#8221; he added.</p>
<p>The French firm&#8217;s use cases also differ to Starlink&#8217;s. Eutelsat operates a constellation of geostationary orbit (GEO) as well as LEO satellites. GEO satellites orbit the earth at a much higher altitude than their LEO equivalents and can typically cover more land with fewer satellites.</p>
<p>&#8220;Eutelsat&#8217;s higher altitude satellites are leveraged for specialized use cases, such as polar coverage for companies and research facilities in remote regions like Greenland and Alaska,&#8221; said Joe Vaccaro, vice president and general manager at <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-9">Cisco&#8217;s<span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span> ThousandEyes network intelligence unit.</p>
<p>Looking ahead, Eutelsat said it plans to &#8220;build upon its operation improvements&#8221; with a &#8220;differentiated go-to-market model&#8221; and &#8220;strong European anchoring.&#8221; It also noted that the U.K. government could also increase its investment in Eutelsat &#8220;in due course.&#8221;</p>

<p>BARCELONA — Europe&#8217;s telecommunication firms are ramping up calls for more industry consolidation to help the region compete more effectively with superpowers like the U.S. and China on key technologies like 5G and artificial intelligence.</p>
<p>Last week at the Mobile World Congress (MWC) trade show in Barcelona, CEOs of several telecoms firms called on regulators to make it easier for them to combine their operations with other businesses and reduce the overall number of carriers operating across the continent.</p>
<p>Currently, there are numerous telco players operating in multiple EU countries and non-EU members such as the U.K. However, telco chiefs told CNBC this situation is untenable, as they&#8217;re unable to compete effectively when it comes to price and network quality.</p>
<p>&#8220;If we&#8217;re going to invest in technology, in deep know-how, and bring drastic change, positive drastic change in Europe — like other large technological companies have done in the U.S. or we&#8217;re seeing today in China — we need scale,&#8221; Marc Murtra, CEO of Spanish telecoms giant <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-1">Telefonica<span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span>, told CNBC&#8217;s Karen Tso in an interview.</p>
<p>&#8220;To be able to get scale, we need to consolidate a fragmented market like the telecoms market in Europe,&#8221; Murtra added. &#8220;And for that, we need a regulation that allows us to consolidate. So what we do ask is: please unleash us. Let us gain scale. Let us invest in technology and bring upon productive change.&#8221;</p>

<p>Last year, Orange closed a deal to merge its Spanish operations with local mobile network provider Masmovil. Meanwhile, more recently, the U.K.&#8217;s Competition and Markets Authority approved a £15 billion ($19 billion) merger between telecoms firms <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-4">Vodafone<span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span> and Three in the U.K., subject to certain conditions.</p>
<p>&#8220;We&#8217;ve been actively driving consolidation in Europe,&#8221; Orange&#8217;s Heydemann told CNBC. &#8220;We see things changing now. There&#8217;s still a lot of hope.&#8221;</p>
<p>However, she added: &#8220;I think there&#8217;s a lot of pressure in Europe from the business environment on our political leaders to get things to change. But really, things have not yet changed.&#8221;</p>
<p>During a fiery keynote address on Monday, the CEO of German telco <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-5">Deutsche Telekom<span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span>, Tim Höttges, said that other telco markets such as the U.S. and India have condensed in size to only a handful of players.</p>

<p>&#8220;We need a reform of the of the competition policy,&#8221; Höttges said onstage at MWC. &#8220;We have to be allowed to consolidate our activities.&#8221;</p>
<p>&#8220;There is no reason that every market has to operate with three or four operators,&#8221; he added. &#8220;We should build a European single market &#8230; because, if we cannot increase our consumer prices, if we cannot charge the over-the-top players, we have to get efficiencies out of the scale which we created.&#8221;</p>
<p>&#8220;Over-the-top&#8221; refers to media platforms such as <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-9">Netflix<span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span> that deliver content over the internet, bypassing traditional cable networks.</p>

<h2 class="ArticleBody-subtitle"><a id="headline0"/>Europe&#8217;s competitiveness in focus</h2>

<p>From AI to advances to next-generation 5G networks, Europe&#8217;s telecoms firms have been investing heavily into new technologies in a bid to move beyond the legacy model of laying down cables that enable internet connectivity — a business model that&#8217;s earned them the pejorative term &#8220;dumb pipes.&#8221;</p>
<p>However, this costly endeavor of modernization has happened in tandem with sluggish revenue growth and an inability for the sector to effectively monetize its networks to the same degree that technology giants have done with the emergence of mobile applications and, more recently, generative AI tools.</p>
<p>At MWC, many mobile network operators talked up their usage of AI to improve network quality, better serve their customers and gain market share from competitors.</p>
<p>Still, Europe&#8217;s telco bosses say they could be accelerating their digital transformation journeys if they were allowed to combine with other large multinational players.</p>
<p>&#8220;There&#8217;s this real focus now around European competitiveness,&#8221; Luke Kehoe, industry analyst for Europe at network intelligence firm Ookla, told CNBC on the sidelines of MWC last week. &#8220;There&#8217;s a goal to mobilize policy to improve telecoms networks.&#8221;</p>

<p>In January, the European Commission, the executive body of the European Union, issued its so-called &#8220;Competitiveness Compass&#8221; to EU lawmakers.</p>
<p>The document calls for, among other things, &#8220;revised guidelines for assessing mergers so that innovation, resilience and the investment intensity of competition in certain strategic sectors are given adequate weight in light of the European economy&#8217;s acute needs.&#8221;</p>
<p>Meanwhile, last year former European Central Bank President Mario Draghi released a long-awaited report that urged radical reforms to the EU through a new industrial strategy to ensure its competitiveness.</p>
<p>It also calls for a new Digital Networks Act that would look to improve incentives for telcos to build next-generation mobile networks, reduce compliance costs, improve connectivity for end-users, and harmonize EU policy across the network spectrum, or the range of radio frequencies used for wireless communication.</p>
<p>&#8220;The common theme and the mood music is certainly reducing ex-ante regulation and to foster what they would call a more competitive environment which is an environment more conducive of consolidation,&#8221; Ookla&#8217;s Kehoe told CNBC. &#8220;Moving forward, I think that there will be more consolidation.&#8221;</p>
<p>However, the telco industry has some way to go toward seeing transformational cross-border mergers and acquisitions, Kehoe added.</p>

<p>For many telco industry analysts, the demands for increased consolidation is nothing new.</p>
<p>&#8220;European telco CEOs have never been shy about calling for consolidation and growth-friendly regulation,&#8221; Nik Willetts, CEO of the telco industry association TM Forum, told CNBC. &#8220;But regulation is only one piece of the puzzle.&#8221;</p>
<p>&#8220;In the last 12 months we&#8217;ve seen a new energy from our members in Europe to get on with the huge task to transform themselves: simplifying, modernizing and automating their operations and legacy tech.&#8221;</p>
<p>&#8220;This will make it possible to rapidly adapt to new customer needs and market realities, whether building new partnerships, undergoing M&amp;A or delayering integrated businesses – all trends we expect to reach new heights over the next 24 months,&#8221; he added.</p>

<p>France&#8217;s artificial intelligence sector will receive 109 billion euros ($112.6 billion) of private investment in the &#8220;coming years,&#8221; President Emmanuel Macron announced Sunday ahead of the country&#8217;s global AI summit.</p>
<p>Speaking with French broadcaster TF1, Macron described the multibillion-euro pledge as &#8220;the equivalent for France of what the United States announced with Stargate,&#8221; referring to U.S. President Donald Trump&#8217;s massive $500 billion private AI investment project.</p>

<p>A few days before France&#8217;s AI Action Summit, which kicked off on Monday, the UAE said it would invest between 30 billion euros and 50 billion euros in the construction of a one-gigawatt AI data center in France as part of a campus focused on the technology&#8217;s development.</p>

<p>Iliad committed to spending 3 billion euros on AI infrastructure, while Paris-based AI firm Mistral announced plans to invest billions to build its own data center in France.</p>
<p>Victor Riparbelli, CEO of British AI startup Synthesia, said Macron&#8217;s 109-billion-euro investment plan was a &#8220;great&#8221; thing for the European AI ecosystem — but added that more is needed to ensure the continent is able to compete with tech heavyweights like the U.S. and China.</p>
<p>&#8220;We need to set the right foundations for Europe to thrive as an ecosystem,&#8221; Riparbelli told CNBC&#8217;s Arjun Kharpal Monday.</p>
<p>&#8220;It&#8217;s great that we invest more in infrastructure. I don&#8217;t think it&#8217;s the sole solution to the problem. There&#8217;s lots of other things we need to worry about as well. But what I think is really great, is there&#8217;s political will to actually do something,&#8221; he added.</p>

<p>On Saturday, Axios reported that OpenAI&#8217;s Altman will this week warn world leaders they need to widen their AI mindset so that, rather than just focusing on risk — as has often been the case in Europe — leaders will instead look to embrace growth and opportunity.</p>

<p>The emergence of Chinese firm DeepSeek&#8217;s breakthrough open-source AI model R1 in recent weeks has stirred debates in the industry around the huge capital expenditures companies are committing toward computing infrastructure to train their systems.</p>
<p>DeepSeek said total training costs for its newest AI model amounted to $5.6 million. However, doubts have been raised about DeepSeek&#8217;s claims.</p>
<p>Last month, semiconductor research firm SemiAnalysis estimated that DeepSeek&#8217;s hardware spend is higher than $500 million over the company&#8217;s history, adding that the startup&#8217;s research and development and ownership costs are significant.</p>
<p>On Sunday, Google DeepMind&#8217;s Hassabis said DeepSeek&#8217;s AI model is &#8220;probably the best work&#8221; he&#8217;s seen out of China — but added that, from a technology point of view, it was not a big change.</p>
<p>&#8220;Despite the hype, there&#8217;s no actual new scientific advance … it&#8217;s using known techniques [in AI],&#8221; Hassabis said, adding that the hype around Deepseek has been &#8220;exaggerated a little bit.&#8221;</p>
<p>Nevertheless, with companies spending billions on data centers filled with advanced semiconductors from U.S. chipmaker <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-10">Nvidia<span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span>, DeepSeek&#8217;s new model has led to worries of a potential bubble in the AI space.</p>
<p>Ahead of the AI summit, Mike Capone, CEO of U.S. software firm Qlik, told CNBC that DeepSeek is likely to be a major discussion point this week as world governments grapple with China&#8217;s AI advances.</p>
<p>&#8220;This summit isn&#8217;t just about AI—it&#8217;s about influence,&#8221; Capone told CNBC on Friday. &#8220;Expect a strategic messaging war as U.S., French, and UK AI leaders downplay DeepSeek&#8217;s relevance while China works to prove it&#8217;s not just catching up — it&#8217;s setting the pace.&#8221;</p>
<p>&#8220;AI diplomacy is now as critical as AI development. The power struggle won&#8217;t be about who builds the best model; it&#8217;ll be about who controls the AI narrative,&#8221; he added.</p>

<p>Tough new European Union regulations requiring banks to bolster their cybersecurity systems officially come into effect Friday — but many of the bloc&#8217;s financial services firms aren&#8217;t yet in full compliance with the rules.</p>
<p>The EU&#8217;s <a href="https://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=CELEX:32022R2554&amp;amp;amp;from=FR" target="_blank" rel="noopener">Digital Operational Resilience Act</a>, or DORA, requires both financial services firms and their technology suppliers to strengthen their IT systems to ensure the industry is resilient in the event of a cyberattack or any other forms of disruption. It entered into effect on Jan. 17.</p>
<p>The penalties for breaches of the new legislation can be substantial. Financial services firms that fall foul of the new rules can face fines of up to 2% of annual global revenue. Individual managers could also be held liable for breaches and face sanctions of as much as 1 million euros ($1 million).</p>
<p>So far, the rate of compliance among financial services firms with the new rules has been mixed, according to Harvey Jang, chief privacy officer and deputy general counsel at IT giant Cisco.</p>
<p>&#8220;I think we&#8217;ve seen a mixed bag,&#8221; Jang told CNBC in an interview. &#8220;Of course, the more mature-stage companies are further along looking at this for at least a year — if not longer.&#8221;</p>
<p>&#8220;We&#8217;re really trying to build this compliance program, but it&#8217;s so complex. I think that&#8217;s the challenge. We saw this too with GDPR and other broad legislation that is subject to interpretation — what does it actually mean to comply? It means different things to different people,&#8221; he said.</p>

<p>This lack of a common understanding of what qualifies as robust compliance with DORA has in turn led many institutions to ramp up security standards to the level that they&#8217;re actually surpassing the &#8220;baseline&#8221; of what&#8217;s expected of most firms, Jang added.</p>
</div>
<h2 class="ArticleBody-subtitle"><a id="headline0"/>Are financial institutions ready?</h2>
<div class="group">
<p>Under DORA, financial firms will be required to undertake rigorous IT risk and incident management, classification and reporting, operational resilience testing, intelligence sharing on cyber threats and vulnerabilities, and measures to manage third-party risks.</p>
<p>Firms will be also be required to conduct assessments of &#8220;concentration risk&#8221; related to the outsourcing of critical or important operational functions to external companies.</p>
<p>A <a href="https://www.orangecyberdefense.com/uk/insights/dora-43-of-uk-financial-services-unprepared-for-eu-regulation-censuswide-survey-finds" target="_blank" rel="noopener">Censuswide survey of 200 U.K. chief information security officers commissioned by Orange Cyberdefense</a>, the cybersecurity division of French telecoms firm <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-3">Orange<span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span>, showed that 43% of financial institutions in Britain aren&#8217;t yet in full compliance with DORA.</p>
<p>That&#8217;s a concern because, even though the U.K. falls outside the European Union now, DORA applies to all financial entities operating within EU jurisdictions — even if they&#8217;re based outside the bloc.</p>
<p>&#8220;Whilst it is clear that DORA has no legal reach in the U.K., entities based here and operating or providing services to entities in the EU will be subject to the regulation,&#8221; Richard Lindsay, principal advisory consultant at Orange Cyberdefense, told CNBC.</p>
<p>He added that the main challenge for many financial institutions when it comes to achieving DORA compliance has been managing their critical third-party IT providers.</p>
<p>&#8220;Financial institutions operate within a multi-layered and hugely complex digital ecosystem,&#8221; Lindsay said. &#8220;Tracking and ensuring that all parts of this system evidentially comply with the relevant elements of DORA will require a new mindset, solutions and resources.&#8221;</p>
<p>Banks are also adding higher levels of scrutiny in their contract negotiations with tech suppliers due to DORA&#8217;s strict requirements, Jang said.</p>

<p>The Cisco chief privacy officer told CNBC that he thinks there is alignment when it comes to the principles and the spirit of the law. However, he added, &#8220;any legislation is a product of compromise and so, as they get more prescriptive, then it becomes challenging.&#8221;</p>

<p>Still, despite the challenges, the broad expectation among experts is that it won&#8217;t be long until banks and other financial institutions achieve compliance.</p>
<p>&#8220;Banks in Europe already comply with significant regulations which cover the majority of the areas that fall under DORA,&#8221; Fabio Colombo, EMEA financial services security lead at Accenture, told CNBC.</p>
<p>&#8220;As a result, financial services institutions already have mature governance and compliance capabilities in place, with existing incident reporting processes and solid ICT risk frameworks.&#8221;</p>

<h2 class="ArticleBody-subtitle"><a id="headline1"/>Risks for IT suppliers</h2>
<div class="group">
<p>IT providers can also be fined under DORA. The rules threaten levies of as much as 1% of average daily worldwide revenue for up to six months.</p>
<p>&#8220;These sanctions are necessary,&#8221; Brian Fox, chief technology officer of software supply chain management firm Sonatype, told CNBC. &#8220;They are a powerful motivator, pushing leaders to take compliance and operational resilience more seriously than ever.&#8221;</p>
<p>Orange Cyberdefense&#8217;s Lindsay said there&#8217;s a risk longer term that financial services firms end up moving their critical security functions and services in-house.</p>
<p>&#8220;Advances in technology may allow financial institutions to move services back in-house, simplifying this aspect and reducing the risk of non-compliance,&#8221; he said.</p>
<p>&#8220;Either way, existing contracts will need to be updated to ensure compliance is contractually mandated and monitored between entity and provider,&#8221; Lindsay added.</p>
<p>Meanwhile, there are several other cybersecurity-focused regulations that organizations will have to come to terms, such as the Network and Information Security Directive 2, or NIS 2, and the Cyber Resilient Act. The former entered into force in October.</p>
<p>&#8220;As with any new regulation, there will certainly be a transitionary period as organisations adjust to new requirements and standards,&#8221; Sonatype&#8217;s Fox told CNBC. &#8220;This is the start of a long journey toward improving software security and resilience.&#8221;</p>

<p>LISBON, Portugal — Tech giants are increasingly investing in the development of so-called &#8220;sovereign&#8221; artificial intelligence models as they seek to boost competitiveness by focusing more on local infrastructure.</p>
<p>Data sovereignty refers to the idea that people&#8217;s data should be stored on infrastructure within the country or continent they reside in.</p>
<p>&#8220;Sovereign AI is a relatively new term that&#8217;s emerged in the last year or so,&#8221; Chris Gow, IT networking giant Cisco&#8217;s Brussels-based EU public policy lead, told CNBC.</p>
<p>Currently, many of the biggest large language models (LLMs), like OpenAI&#8217;s ChatGPT and Anthropic&#8217;s Claude, use data centers based in the U.S. to store data and process requests via the cloud.</p>
<p>This has led to concern from politicians and regulators in Europe, who see dependence on U.S. technology as harmful to the continent&#8217;s competitiveness — and, more worryingly, technological resilience.</p>
</div>
<h2 class="ArticleBody-subtitle"><a id="headline0"/>Where did &#8216;AI sovereignty&#8217; come from?</h2>
<div class="group">
<p>The notion of data and technological sovereignty is something that has previously been on Europe&#8217;s agenda. It came about, in part, as a result of businesses reacting to new regulations.</p>
<p>The European Union&#8217;s General Data Protection Regulation, for example, requires companies to handle user data in a secure, compliant way that respects their right to privacy. High-profile cases in the EU have also raised doubts over whether data on European citizens can be transferred across borders safely.</p>
<p>The European Court of Justice in 2020 invalidated an EU-U.S. data-sharing framework, on the grounds that the pact did not afford the same level of protection as guaranteed within the EU by the General Data Protection Regulation (GDPR). Last year the <a href="https://ec.europa.eu/commission/presscorner/detail/en/ip_23_3721" target="_blank" rel="noopener">EU-U.S. Data Privacy Framework</a> was formed to ensure that data can flow safely between the EU and U.S.</p>
<p>These political development have ultimately resulted in a push toward localization of cloud infrastructure, where data is stored and processed for many online services.</p>
<p>Filippo Sanesi, global head of startup marketing and operations at OVHCloud, said the French cloud firm is seeing lots of demand for its European-located infrastructure, as they &#8220;understand the value of having their data in Europe, which are subject to European legislation.&#8221;</p>

<p>&#8220;As this concept of data sovereignty becomes more mature and people understand what it means, we see more and more companies understanding the importance of having your data locally and under a specific jurisdiction and governance,&#8221; Sanesi told CNBC. &#8220;We host a lot of data,&#8221; he added. &#8220;This data is sovereign in specific countries, under specific regulations.&#8221;</p>
<p>&#8220;Now, with this data, you can actually make products and services for AI, and those services should then be sovereign, should be controlled, deployed and developed locally by local talent for the local population or businesses.&#8221;</p>
<p>The AI sovereignty push hasn&#8217;t been driven forward by regulators — at least, not yet, according to Cisco&#8217;s Gow. Rather, it&#8217;s come from private companies, which are opening more data centers — facilities containing vast amounts of computing equipment to enable cloud-based AI tools — in Europe, he said.</p>
<p>Sovereign AI is &#8220;more driven by the industry naming it that, than it is from the policymakers&#8217; side,&#8221; Gow said. &#8220;You don&#8217;t see the &#8216;AI sovereignty&#8217; terminology used on the regulator side yet.&#8221;</p>
<p>Countries are pushing the idea of AI sovereignty because they recognize AI is &#8220;the future&#8221; and a &#8220;massively strategic technology,&#8221; Gow said.</p>
<p>Governments are focusing on boosting their domestic tech companies and ecosystems, as well as the all-important backend infrastructure that enables AI services.</p>
<p>&#8220;The AI workload uses 20 times the bandwidth of a traditional workload,&#8221; Gow said. It&#8217;s also about enabling the workforce, according to Gow, as firms need skilled workers to be successful.</p>
<p>Most important of all, however, is the data. &#8220;What you&#8217;re seeing is quite a few attempts from that side to think about training LLMs on localized data, in language,&#8221; Gow said.</p>
</div>
<h2 class="ArticleBody-subtitle"><a id="headline1"/>&#8216;Reflecting values&#8217;</h2>
<div class="group">
<p>In Italy, the <a href="https://www.igenius.ai/press-releases/introducing-modello-italia-our-first-italian-foundational-llm-open-source" target="_blank" rel="noopener">first LLM trained specifically on the Italian language data</a>, called Italia 9B, launched this summer.</p>
<p>The aim of the Italia project is to store results in a given jurisdiction and rely on data from citizens within that region so that results produced by the AI systems there are more grounded in local languages, culture and history.</p>
<p>&#8220;Sovereign AI is about reflecting the values of an organization or, equally, the country that you&#8217;re in and the values and the language,&#8221; David Hogan, EMEA head of enterprise sales for chipmaking giant <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-5">Nvidia<span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span>, told CNBC.</p>
<p>&#8220;The core challenge is that most of the frontier models today have been trained primarily on Western data generally,&#8221; Hogan added.</p>
<p>In Denmark for example, where Nvidia has a major presence, officials are concerned about vital services such as health care and telecoms being delivered by AI systems that aren&#8217;t &#8220;reflective&#8221; of local Danish culture and values, according to Hogan.</p>
<p>On Wednesday, Denmark laid out a landmark white paper outlining how companies can use AI in compliance with the incoming EU AI Act — the world&#8217;s first major AI law. The document is meant to serve as a blueprint for other EU nations to follow and adopt.</p>
<p>&#8220;If you&#8217;re in a European country that&#8217;s not one of the major language countries that&#8217;s spoken internationally, probably less than 2% of the data is trained on your language &#8212; let alone your culture,&#8221; Hogan said.</p>

<h2 class="ArticleBody-subtitle"><a id="headline2"/>How regulation fueled a mindset shift</h2>
<div class="group">
<p>That&#8217;s not to say regulations haven&#8217;t proven an important factor in getting tech giants to think more about building localized AI infrastructure within Europe.</p>
<p>OVHCloud&#8217;s Sanesi said regulations like the EU&#8217;s GDPR catalyzed a lot of the interest in onshoring the processing of data in a given region.</p>
<p>The concept of AI sovereignty is also getting buy-in from local European tech firms.</p>
<p>Earlier this week, Berlin-headquartered search engine Ecosia and its Paris-based peer Qwant announced a joint venture to develop a European search index from scratch, aiming to serve improved French and German language results.</p>
<p>Meanwhile, French telecom operator <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-7">Orange<span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span> has said it&#8217;s in discussions with a number of foundational AI model companies about building a smartphone-based &#8220;sovereign AI&#8221; model for its customers that more accurately reflects their own language and culture.</p>
<p>&#8220;It wouldn&#8217;t make sense to build our own LLMs. So there&#8217;s a lot of discussion right now about, how do we partner with existing providers to make it more local and safer?&#8221; Bruno Zerbib, Orange&#8217;s chief technology officer, told CNBC.</p>
<p>&#8220;There are a lot of use cases where [AI data] can be processed locally [on a phone] instead of processed on the cloud,&#8221; Zerbib added. Orange hasn&#8217;t yet selected a partner for these sovereign AI model ambitions.</p>

<p>BARCELONA, Spain — Telecom operators haven&#8217;t yet finished rolling out 5G wireless mobile networks. And yet bosses of major carriers are already talking about building something called &#8220;5.5G,&#8221; or &#8220;5G Advanced.&#8221;</p>
<p>There was a lot of chatter about 5.5G at the Mobile World Congress tech trade show in Barcelona, Spain.</p>

<p>At the show, executives from some of these companies that they were working toward rolling out a new generation of mobile internet.</p>

<p>These apps are already well served by the current mobile internet, but in the future 5.5G is expected to power more advanced applications.</p>

<p>But it also means some of the things that 5G promised us years ago, such as self-driving cars, unpiloted air taxis, and smart manufacturing enabled via the so-called internet of things (IoT), will start to become a reality, too.</p>

<h2 class="ArticleBody-subtitle"><a id="headline0"/>What is 5G?</h2>

<p>5G is the next generation of mobile internet after 4G, which promises superfast data speeds and better coverage.</p>

<p>You probably remember mobile network operators raving about the promise of 5G several years ago. Carriers in China, South Korea, the United States, and Europe, properly got underway with launches of 5G networks in 2019.</p>
<p>Now, nearly five years on, penetration of 5G among consumers remains low.</p>
<p>The number of consumers with a 5G connection is increasing. But it&#8217;s still well below &#8220;mainstream&#8221; levels.</p>
<p>5G has been the fastest mobile generation rollout to date, surpassing 1 billion connections by the end of 2022, rising to 1.6 billion connections at the end of 2023 and 5.5 billion by 2030.</p>
<p>5G connections are expected to represent more than half (51%) of mobile connections by 2029, though, and that is forecast to then rise 56% by 2030. Those numbers are up to date as of January 2024, GSMAi said.</p>

<p>5G has been positioned by the telecoms industry not just as a consumer product for faster download speeds, but as a network that could underpin new technologies like driverless cars or unpiloted air taxis.</p>
<p>That&#8217;s because it has lower latency than 4G. That means the time it takes for devices to talk to each other is significantly reduced, a feature important in scenarios where data needs to be delivered quickly.</p>
<p>However, after hundreds of billions of dollars of investment into 5G networks, carriers have struggled to see the return. Analysts say that the real potential to monetize 5G might be on the horizon.</p>

<h2 class="ArticleBody-subtitle"><a id="headline1"/>What&#8217;s &#8216;5.5G,&#8217; and why are telcos talking about it?</h2>
<div class="group">
<p>5G Advanced, or the name for the next stage of 5G, is the next evolution of mobile networks.</p>
<p>Telecommunications networks require standards. These are globally accepted technical rules that define how a technology works and its interoperability around the world — interoperability is the ability for two or more systems to work together.</p>
<p>These standards take several years to come up with and finalize and involve several players from companies to academics and industry bodies.</p>
<p>The standards-setting body 3GPP, which contributed to 5G, uses a system of parallel &#8220;releases&#8221; to provide developers with a platform to implement new features at a given point and then allow more functionality to come in further releases.</p>
<p>In the 3GPP releases system, 5G is considered release 17. That means 5.5G is dubbed &#8220;release 18&#8221; by the industry.</p>
<p>Release 19 is what will effectively be 6G, another major network upgrade. Work is also underway on 6G standards, but it&#8217;s still in the early stages.</p>

<p>&#8220;Main priorities for developing 5G Advanced standards are to increase commercial relevance of 5G by expanding vertical markets, resolve deployment issues, and continue technology evolution to build a bridge towards 6G,&#8221; Milind Kulkarni, vice president and head of InterDigital&#8217;s wireless labs, told CNBC.</p>
<p>&#8220;Research in standards have introduced, improved, and finalized several new enterprise-specific features for 5G Advanced, including network slicing, the integration of private and public networks, enhanced positioning, and even applications specific to each enterprise vertical.&#8221;</p>
<p>Howard Watson, the chief technology officer of British telco giant BT, said that 5.5G will promise faster uplink speeds, meaning you&#8217;ll be able to stream video, post things online, and play multiplayer games, much faster than before.</p>
<p>&#8220;My children&#8217;s generation, or even dare I say it, my grandchild&#8217;s generation &#8230; that generation, they share a lot. And clearly, sharing requires quite a lot of upstream,&#8221; Watson told CNBC on the sidelines of MWC. &#8220;There will probably be a doubling of upstream capacities coming in release 18.&#8221;</p>
<p>Further benefits to 5G Advanced over current 5G, telco execs say, is that it will make the networks themselves more &#8220;intelligent&#8221; through the application of AI and machine learning, while also boosting performance and reducing overall power consumption.</p>

<p>Mats Granryd, director general of the GSMA, told CNBC he hopes the industry can continue focusing on staying in a 5G environment for years to come, as there&#8217;s still plenty of work to be done on monetization.</p>
<p>&#8220;I hope that we can stay in 5G territory for long, because normally in the 4G environment, you and I were the consumers. And it&#8217;s quite quick for us to just say, change a SIM card,&#8221; Granryd told CNBC&#8217;s Karen Tso. &#8220;In 5G, 5G is a technology standard that is predominantly towards business to business. And it takes a longer time for businesses to convert and use new technology.&#8221;</p>
<p>&#8220;This normal of 10 years between standards, I wonder if that&#8217;s going to be enough,&#8221; Granryd added. &#8220;We hope that we can stay in a 5G environment. 5G advanced — 5G standalone, that&#8217;s absolutely fine. But push out the time and make sure that we have enough mileage to capitalize and monetize and show the world that 5G is a fantastic technology.&#8221;</p>
<p>With 5G Advanced, telecoms firms could start to make more money from their 5G rollouts by charging higher prices. And, with a key focus of 5G being enterprise applications, that could be a much more significant money maker for network operators than consumers.</p>
<p>Telcos haven&#8217;t yet revealed how much more a 5G Advanced data plan will cost compared with 5G. But analysts expect they&#8217;ll look to make money from 5G Advanced by getting clever about subscriptions and using AI and other technologies to operate their networks more efficiently.</p>
<p>With a key focus of 5G being enterprise applications, that could be a much more significant money maker for network operators than consumers.</p>
<p>The telco industry has been awash with talk about so-called &#8220;private 5G&#8221; networks, nonpublic mobile networks that are installed on-premise at companies&#8217; work sites for example, in a smart factory, or remote surgery operation.</p>

<h2 class="ArticleBody-subtitle"><a id="headline2"/>When will 5G Advanced be here?</h2>

<p>Chinese telecommunications equipment supplier Huawei expects 2024 to be the year that commercial deployments of 5G Advanced officially begin. For Huawei, 5.5G is a network that will be capable of 10 Gbps downlink speeds — and in case you&#8217;re wondering, yes, that is very fast.</p>

<p>Huawei revealed eight 5.5G &#8220;innovation practices&#8221; last week which it says will help operators build 5.5G networks across all frequency bands. The company is working with carriers in the Middle East, Europe, Asia Pacific, and Latin America to deploy 5.5G.</p>
<p>It&#8217;s going to take some convincing for consumers to go from 5G to 5G Advanced, given the little noticeable improvement they&#8217;ve seen from their phones upgrading to 5G in the past five years. But Philip Song, Huawei&#8217;s chief marketing officer of the carrier business group, said that it&#8217;s important telcos convey the use cases of 5G Advanced to consumers well.</p>
<p>&#8220;The most important thing for us is how can we support the customers,&#8221; he said at a press briefing last Tuesday, in response to a CNBC question. The &#8220;biggest success&#8221; for 5.5G will only arrive if carriers &#8220;acknowledge solutions&#8221; and bring that across to customers sufficiently.</p>
<p>In some markets, operators are still working on deploying 4G, Song said — but he doesn&#8217;t think that matters because different parts of the world &#8220;are at different stages.&#8221;</p>
<p>Watson told CNBC that he thinks 5G Advanced will arrive on the EE network later this year. That&#8217;s because the 3GPP standard release 18, or 5.5G, is already open for experimentation and telcos have been working on trials. It is expected to conclude by June 2024, by which time the protocols that enable 5.5G should be stable.</p>
<p>&#8220;Release 18 we will start to roll out this year,&#8221; Watson told CNBC. &#8220;We also plan to launch 5G standalone this year as well.&#8221;</p>

<p>5G standalone is different from 5G Advanced. Sometimes referred to as &#8220;true&#8221; 5G, it refers to the development of a 5G network that uses technology independent of 4G and comes with the promise of realizing 5G&#8217;s full potential.</p>
<p>5G Advanced, on the other hand, is a complete evolution of the network.</p>
<p>There&#8217;s no definitive date for when 5G Advanced will start to be rolled out, though. And telcos are on the clock to get it up and running.</p>
<p>&#8220;I hope that we will be at the bandwidth, the latency, the capability needs to be sufficient,&#8221; Mats Granryd, director general of the GSMA, told CNBC&#8217;s Karen Tso at MWC last week.</p>
<p>&#8220;That&#8217;s what we&#8217;re struggling with to see in Europe. In five years, we&#8217;re going to have a quadrupling of data usage. And I am really concerned about what&#8217;s going to happen at that stage.&#8221;</p>
<p>&#8220;Will we have cut-offs? Will we have congestions?&#8221; he added. &#8220;Will we have a much much worse situation, a much worse landscape? By having that worse landscape, the competitiveness of Europe will go down.&#8221;</p>
