When the Federal Reserve wraps up its policy meeting Wednesday, one important thing could be missing — a dot.

The central bank’s Federal Open Market Committee is set to release its quarterly update of where individual officials expect interest rates to head this year and through 2028 and beyond. Markets closely parse the grid, known more commonly as the “dot plot,” for information on how Fed officials view the economy and its impact on monetary policy.

However, most Fed-watchers on Wall Street expect new Chair Kevin Warsh won’t participate, either because he feels he’s not ready after having only been in office since May 22 — or simply because he doesn’t like the dot plot and its implications for “forward guidance.”

Declining to submit a dot would counter some 14 years of post-financial crisis practice for the Fed, and risk alienating other FOMC officials who favor the way it helps them communicate with the public. However, it also could be an effective first step for a central bank leader who has vowed fundamental changes for how the institution operates.

“It seems to me fairly likely that he doesn’t want to submit a rate forecast,” said Bill English, former head of monetary affairs at the Fed and now a professor at Yale. “There may be others on the committee who don’t particularly like the dot plot, who might be willing to do that, too.”

‘The Fed’s human’

Warsh objects to the dot plot and other methods of forward guidance because he believes they limit the Fed’s decision-making capabilities.

The dot plot belongs to a larger set of data called the Summary of Economic Projections, which also includes the outlook for unemployment, inflation and gross domestic product. The SEP is updated quarterly and includes the median outlook for each category and as such is not an official forecast but merely the midpoint of the range among FOMC meeting participants.

Bank of America economist Aditya Bhave expects Warsh won’t submit a dot, while Goldman Sachs economist David Mericle said in a note that, “We assume that Warsh will not submit dots in light of his past criticism of forward guidance, but we are not sure.”

During his confirmation hearing in April, Warsh cited the SEP as part of a broader problem at the Fed with overcommunication. Specifically, he cited the Fed’s mistaken “transitory” call on inflation in 2021-22 that led to a series of aggressive rate hikes to combat the biggest price surge in 40 years.

“The Fed tells the whole world what their dots are going to be, what their forecasts are going to be,” he said then. “Well, the Fed’s human. Then they hold onto those forecasts longer than they should. I think if the Fed were to wait until it gets into a meeting before making a decision, that incremental deliberation can keep the central bank from compounding its errors. I think these are big changes that are needed.”

Markets are watching

Still, markets hinge on the dot plot and the rest of the SEP, and may have to learn to live without it if Warsh has his way.

“To me it never made a lot of sense that [the SEP] at times was market moving, because its accuracy has been at best middling,” said Liz Ann Sonders, chief investment strategist at Charles Schwab. “But it is an avenue through which the Fed expresses a view, and the market tends to move on those views.”

Economist Claudia Sahm cautioned that should Warsh and others not participate, it could send the wrong message to markets. Specifically, she said investors could take the news to mean that Warsh is trying to “hide the hawkish shift” in the committee to fight inflation with elevated rates.

“Neutralizing the SEP this week might address some of Warsh’s concerns, but it would almost certainly create new ones,” wrote Sahm, chief economist at New Century Advisors. “A Fed that appears to be concealing its own debate could look complacent about inflation, which is exactly the credibility it can’t afford to lose.”

This meeting is expected to be an interesting test of Warsh’s new communications strategy.

In addition to his views on the dot plot and SEP, markets also will be watching for changes to the post-meeting statement and his views on whether he will continue to hold news conferences after each meeting.

ET Intelligence Group: The latest forecast by the India Meteorological Department predicting a stronger probability of deficient rainfall has heightened concerns over its effect on the country’s agricultural output and inflation trajectory this year. While prices of certain agri commodities such as oil seeds may be affected, the impact on the gross value added (GVA) of agriculture sector and on overall GDP growth is likely to remain limited given their weakening correlation with the extent of rainfall over the past two decades.

An analysis by ETIG shows that the correlation between the data on rainfall departure from the long period average (LPA) and agriculture GVA has remained negligible at under 0.05 over the past 25 years.

Agencies

Rainfall change & Farm GVA correlation negligible

The rainfall-GDP growth correlation, too, is lower at around 0.07. Last Friday, the India Meteorological Department revised its estimate of monsoon rainfall to 90% of the LPA from 92% and raised the probability of the outcome to 60% from 35%. Economists cite multiple factors responsible for the lower correlation, including rising irrigated crop area, a growing share of Rabi crops in total farm production, and faster growth in livestock, forestry and fishing.

Additionally, the share of agriculture in the country’s total GVA has fallen to around 14% in FY25 from around 20% in FY12, driven by the growing services sector. ”The area under irrigation as a share of gross cropped area rose to 55.8% per cent in FY23 from 41.7% in FY02 implying lower dependence of crop output on direct rainfall,” said Rajani Sinha, chief economist, CareEdge Ratings.

A shift towards higher crop output during October-March period, known as the Rabi crop has also influenced the correlation. According to the third advance estimates of food grain production released by the Ministry of Agriculture and Farmers Welfare, Rabi output is expected to increase by 6.7% year-on year to 180.5 million tonnes while the Kharif crop is likely to grow by 3.9% to 176 million tonnes in FY26.

Live Events

The share of Rabi crop in total food grains is expected to increase to nearly 48% from 47.3% a year ago while it will fall for Kharif crop to 46.8% from 47.4%.

“Rabi crop output has surpassed the Kharif output. The former relies more on winter rains and soil moisture. Hence reservoir positions and rain precipitation are important factors for Rabi,” said Devndra Pant, chief economist, India Ratings. The Kharif crop, which spans from June to September, relies heavily on the south-west monsoon and therefore it is more susceptible to the monsoon variations.

A US agreement with Iran is not expected to be signed today, a senior administration official tells CNN. According to the official, details of the agreement are still being negotiated.

Iran has committed in principle to reopen the Strait of Hormuz and dispose of its stockpile of highly enriched uranium as part of the agreement with the United States, a separate administration official said.

How exactly the stockpile is disposed of remains to be negotiated, the official added, as does the length of a moratorium on future uranium enrichment.

Sanctions relief and unfreezing Iranian assets would follow only if the Strait reopens and Iran follows through on its commitments to negotiate curbs on its nuclear program, the official said.

The specific dollar amount that Iran would receive as part of the deal have yet to be negotiated, the official said.

This comes the day after President Donald Trump said that an agreement between the United States and Iran had been “largely negotiated,” signaling potential momentum toward ending the monthslong war.

It is still not certain if this draft will turn into a final agreement.

The IPO reeled in $5.55 billion for Cerebras, which sold 30 million shares, according to a statement on Wednesday. Underwriters have the option to purchase an additional 4.5 million shares.

The company is hitting the market during a silicon renaissance. Intel, Advanced Micro Devices and memory maker Micron are each up more than 80% in the past month, and have notched much more dramatic gains over the past year as investors spread their chip bets from Nvidia to the wider universe of semiconductor companies now benefiting from the AI boom.

Cerebras’ offering is one of the largest tech IPOs in years. Uber raised about $8 billion in 2019, and the biggest since then for a U.S. tech company was Snowflake’s offering in 2020, which brought in over $3.8 billion. Expanding to include autos, electric-vehicle maker Rivian raised roughly $12 billion in 2021.

At the IPO price, Cerebras is now worth $56.4 billion on a fully diluted basis. Andrew Feldman, Cerebras’ co-founder and CEO, holds a stake worth about $1.9 billion.

Founded in 2016 and headquartered in Silicon Valley, Cerebras has faced a rocky road getting to the Nasdaq, where it will trade under ticker symbol CBRS.

In September 2024, Cerebras filed to go public, but it withdrew its submission a little over a year later after its prospectus was heavily scrutinized due largely to the company’s heavy reliance on a single customer in the United Arab Emirates, Microsoft-backed G42.

Cerebras had started shifting its focus away from selling hardware systems and more toward providing a cloud service based on its chips. That means it’s going up against cloud providers such as Google and Microsoft, which are both listed as competitors, along with Oracle and CoreWeave.

In its refreshed prospectus, Cerebras said that 24% of revenue last year came from G42, down from 85% in 2024. However, last year Mohamed bin Zayed University of Artificial Intelligence in the UAE accounted for 62% of revenue.

Cerebras scored a big win in January, when it signed a deal with OpenAI worth over $20 billion for 750 megawatts in Cerebras computing capacity. Cerebras claims its Wafer Scale Engine 3 chips offer speed and price advantages over graphics processing units, such as Nvidia’s.

On May 4, Cerebras said it was looking to sell 28 million shares at $115 to $125 per share. A week later, Cerebras bumped up the offering to 30 million and raised the expected range to $150 to $160.

Earlier on Wednesday, Bloomberg reported, citing unnamed sources, that weeks before Cerebras’ IPO, Arm and SoftBank both attempted to acquire it. Cerebras declined to comment.

In 2017, OpenAI looked at merging with Cerebras, viewing the chip company as potentially beneficial in the pursuit of artificial general intelligence, or AGI, according to testimony in Elon Musk’s trial against OpenAI.

“Exclusive access to Cerebras hardware would give OpenAI an overwhelming hardware advantage over Google,” Greg Brockman, OpenAI’s co-founder and president, wrote in an email.

Brockman held about 78,000 shares of Cerebras at the end of 2025, according to a filing in the case, which would be worth $14.4 million at the IPO price. OpenAI CEO Sam Altman held about 89,000 Cerebras shares as of Dec. 31, a filing from the case showed. That stake would now be worth about $16.5 million.

Other Cerebras investors include Fidelity, with a stake valued at about $3.8 billion, and Benchmark, which owns roughly $3.3 billion worth of shares. Foundation Capital’s holdings are valued at $2.8 billion, and Eclipse owns a $2.5 billion stake.

The IPO’s lead underwriters are Morgan Stanley, Citigroup, Barclays and UBS.

The U.S. Treasury will likely have borrowed more than $2 trillion by the end of the fiscal year, according to the latest estimates out of the Executive Office of the president—a figure described as “beyond scary” by budget hawks.

Yesterday, the department headed by Scott Bessent released its latest Quarterly Refunding Documents, which communicate any changes in debt management policy, as well as financing estimates from Treasury and bond market participants. The documents also share bond issuance plans.

The presentation showed that as of April 2026, the Office of Management and Budget (OMB) expected the 2026 fiscal year to run at a deficit of $2.06 trillion, higher than estimates from the Congressional Budget Office (CBO).

The federal fiscal year will end on September 30, with the OMB projecting a deficit of $2.17 trillion for FY2027.

This means that for every month of the current fiscal year, the government will have issued more than $166 billion in debt. From October, that average will increase to approximately $181 billion a month.

The CBO, by comparison, had estimated a deficit of $1.85 trillion for the current fiscal year and $1.89 trillion for next year.

It comes as national debt—being added to month after month—creeps closer to the $39 trillion mark. At the time of writing, the U.S. national debt sits at $38.91 trillion, per Treasury data.

The interest payments on that debt are now so huge that they rival government spending on both education and defense combined. The CBO’s preliminary estimates released last month show the Treasury paid out nearly $530 billion on service payments between October 2025, when the fiscal year starts, and March 2026. This equates to more than $88 billion in interest payments a month, or more than $22 billion a week.

“$2 trillion deficits used to be unheard of, and then they only occurred during major recessions—it’s beyond scary that $2 trillion deficits are now the norm,” said Maya MacGuineas, president of the Committee for a Responsible Federal Budget. “Markets will only tolerate our unsustainable borrowing for so long; the risk of a fiscal crisis gets higher as the days pass. We need deficit reduction urgently.”

MacGuineas was echoed by Frederick Kempe, president and chief executive officer of non-partisan think tank the Atlantic Council. Kempe wrote in a blog post yesterday: “Trust doesn’t collapse overnight. It slips incrementally until the terms on which the United States borrows, invests, and leads begin to change.

“This debate still strikes most Americans as abstract; it is anything but. Higher debt, if mismanaged, means higher interest rates on mortgages and business loans. It can shift resources away from investments in our national future toward paying for the past at a time when the global competition with China is accelerating.”

3% deficit target

A deficit of $2 trillion for the year sits well above the level set by those calling for a 3% deficit-to-GDP limit.

The push to anchor deficits to 3% of GDP has garnered bipartisan support in recent years. Some policymakers believe that even an agreed-upon target would be too lax—a mandate should be written into the constitution. Even a 3% benchmark is roughly half the level of current deficits, and would on its own require budgets to meaningfully shift. It would require approximately $10 trillion in deficit reduction over the next decade for the target to be reached by 2036.

MacGuineas added: “As policymakers and thought leaders are increasingly gravitating toward the idea that we need to put deficits on track towards 3% of GDP, today’s news shows just how far we have to go. A $2 trillion deficit is more than 6% of GDP—about twice the 3% target—and things are getting worse, not better.”

Expected credit losses of $1.3 billion were $400 million higher compared with the same period a year earlier — 9% worse than consensus estimates, according to a Citi report.

The credit losses were linked to “fraud-related” exposure to a financial sponsor in the UK and provisions owed to increased uncertainty and a worsening economic outlook due to the conflict in the Middle East, HSBC said in a statement.

“I feel quite comfortable that at a $1.3 billion charge based on what we know today and the forward outlook we have of various downside plausible scenarios, we are well provided for,” HSBC Chief Financial Officer Pam Kaur told CNBC’s “Access Middle East” on Tuesday.

HSBC said in its statement that it was on course to deliver $1.5 billion in annualized cost reduction by the end of June 2026. “Through the privatisation of Hang Seng Bank, we expect to realise $0.5bn in pre-tax revenue and cost synergies across both our brands in Hong Kong by the end of 2028.”

The lender completed the privatization of Hang Seng Bank on Jan. 26, with the latter’s shares subsequently delisted from the Hong Kong Stock Exchange. HSBC expects to see some synergy growth to start in the second half of this year, Kaur said in the earnings call.

HSBC’s net interest income rose 8% in the first quarter, year on year, to $8.9 billion, as did operating expenses, also up 8%, owing to the impacts of inflation, forex, higher planned spending and performance-related pay.

The lender highlighted risks due to the Middle East conflict, including higher oil prices, sharper inflation, a significant slowdown in GDP, warning that if those factors came into play there could be a “mid-to-high single digit percentage” negative impact on its profit before tax.

While HSBC maintained its targeted return on tangible equity — a measure of profitability — of 17%, it warned that should the adverse impact from the Middle East crisis materialize, it could bring RoTE, excluding notable items, below 17% in 2026. Annualized RoTE in the reported quarter, excluding items, was 18.7%.

The RoTE forecast does not appear to be a major concern as the bank is already well ahead of the medium-term guidance of over 17%, Citi said.

The HSBC board also approved its first interim dividend for 2026 of 10 cents per share.

Shares of memory companies Micron and Sandisk jumped on Monday, continuing their extended runs, after Melius Research said demand could remain high through the end of the decade.

Memory companies are experiencing major gains from a global shortage for microchips to power artificial intelligence. High Bandwidth Memory, or HBM, is bonded directly to the most advanced graphics processing units from Nvidia and Advanced Micro Devices that power nearly all major AI data centers.

Ben Reitzes, an analyst at Melius, upgraded Micron to a buy rating on Monday, noting it could gain another 41% over the next 12 months. The stock is up more than 550% over the past year after gaining 5.6% on Monday.

“The market will eventually be willing to pay more for the unusual durability of the margin and demand profiles that AI makes possible,” Reitzes wrote, adding that he expects Nvidia to invest more in memory soon. “We are only in the early innings of this AI cycle and the need for memory has never been stronger.”

Micron is trading at a record, and it’s market cap is approaching $600 billion.

Sandisk gained 8.1% on Monday and is up over 3,000% in the past year, pushing its market cap past $157 billion. Reitzes predicted the stock will rise another 36% over the next 12 months.

“The numbers speak for themselves,” said Bernstein analyst Mark Newman, who has a buy recommendation on Sandisk. “Earnings revisions are coming up significantly, and that’s powered by very very strong memory prices.”

HBM is made up of stacks of general-purpose memory known as Dynamic Random Access Memory, or DRAM, that enables fast, temporary data storage so the GPU can run parallel tasks.

Micron, Samsung and SK Hynix, the world’s top memory makers, have largely used their DRAM supply to make HBM. The result is a general-purpose memory shortage that’s caused prices to skyrocket. According to data from Counterpoint Research, the DRAM market has recorded 30% quarter-over-quarter growth for two consecutive periods, driven by rising memory prices.

That means consumers are paying more for electronics. Gartner predicts PC prices will rise by 17% this year. The solid-state drives used inside PCs now cost two or three times what they did in December.

Sandisk is a major maker of solid-state drives, which rely on what’s known as NAND memory, a type of flash memory that stores data even when devices are turned off. NAND is experiencing a similar surge in demand as AI servers need increasing amounts of data storage.

Market conditions are pushing memory buyers into longer contracts of three or even five years. SK Hynix and Micron have both said that hyperscalers have been more willing to sign long-term supply agreements in an effort to edge out the competition in securing enough memory. Chip design firm Broadcom, for example, has locked in memory supply through 2028.

“Memory makers also have a willingness to go longer term because they want to get more reliable demand, especially if they’re thinking about adding capacity,” Newman said, adding that it takes about two and a half years to build new factories before production can begin.

Micron is spending $24 billion on a major expansion of its NAND manufacturing facility in Singapore, while also building huge new U.S. chip fabs in New York and Idaho. SK Hynix has broken ground on its first U.S. memory packaging plant in Indiana, and it is expanding production and packaging with new facilities in South Korea.

Sandisk reports quarterly results on Thursday.

Correction: A prior version of this story had an incorrect date for Sandisk earnings.

Chief Financial Officer Matt Friend said during the company’s earnings call that Nike expects sales for its current fiscal fourth quarter to drop between 2% and 4%, compared with Wall Street estimates of a 1.9% increase, according to LSEG.

For the duration of the calendar year, Friend said, the company expects sales to fall by a low single-digit percentage, led by growth in North America and offset by declines in China. That outlook wasn’t comparable to estimates.

Nike beat expectations across the business on both the top and bottom lines for its fiscal third quarter, but its guidance left investors with more questions about how long its turnaround will take. Friend also cautioned that Nike’s guidance was based off of where the global economic picture stands today — and it could change given recent geopolitical volatility.

“We also recognize that the environment around us has become increasingly dynamic, and we could experience unplanned volatility due to the disruption in the Middle East, rising oil prices and other factors that could impact either input costs or consumer behavior,” said Friend. “We are focused on what we can control.”

Shares fell more than 8% in extended trading.

Here’s how the world’s largest sneaker company did for its fiscal third quarter, compared with estimates from analysts polled by LSEG:

Earnings per share: 35 cents vs. 28 cents expected

Revenue: $11.28 billion vs. $11.24 billion expected

The company’s reported net income for the three-month period that ended Feb. 28 was $520 million, or 35 cents per share. That’s a 35% decline from $794 million, or 54 cents per share, a year earlier. That plunge came as Nike’s gross profit margin slid 1.3 percentage points to 40.2%, “primarily due to higher tariffs in North America,” the company said.

Sales were flat at $11.28 billion, compared to $11.27 billion last year.

While Nike beat expectations on the top and bottom lines, it posted a mixed picture regionally. Nike’s largest market of North America continued to show steady growth, as revenue climbed 3% to $5.03 billion, but that was just shy of Wall Street’s expectations of $5.04 billion, according to StreetAccount.

Meanwhile, Nike’s Greater China market continued to shrink, with revenue down 7% to $1.62 billion during the quarter. Still, that total beat analyst estimates of $1.50 billion, according to StreetAccount.

Nike is continuing to work through a colossal turnaround under CEO Elliott Hill. About a year and a half into his tenure, Hill has made strides in repairing parts of the business, but has been clear that it’ll take time for the entire company to improve given the retailer’s scale and complexity.

He reiterated that expectation on Tuesday, saying in a news release that “the pace of progress is different across the portfolio.”

“The areas we prioritized first continue to drive momentum,” Hill said. “The work is not finished, but the direction is clear, our teams are moving with focus and urgency, and our foundation is getting even stronger to build the future of NIKE.”

Friend said Nike’s turnaround efforts “will continue to impact results over the balance of the calendar year.”

The group’s Frankfurt-listed shares plummeted 8.7% at the open in Europe on Wednesday.

Nike’s recovery was already coming at a tough time as a global trade war dented its efforts to improve profitability and drive sales from inflation-weary shoppers. But now the athletic company will have to contend with a new war in the Middle East that’s already led to rising gas prices and is expected to send consumer prices even higher, which could push shoppers to cut back on nice-to-haves like new clothes and shoes to save money elsewhere.

“We continue to be encouraged by the momentum in North America. We’ve got a strong order book for summer,” Friend said. “We’re seeing positive signs and sell through. We’re not seeing a consumer reaction to what’s going on in the Middle East at this point in time, in North America.”

Hill has focused in part on revitalizing Nike’s business with wholesale partners as opposed to direct sales on its website and in stores. Wholesale revenue climbed 5% to $6.5 billion.

Meanwhile, direct sales slid 4% to $4.5 billion.
