<p>Huawei&#8217;s push to develop its own artificial intelligence chip has yet to drive the double-digit revenue gains of its peers, as Chinese companies strive to narrow the gap with the U.S. on AI.</p>
<p>Cloud computing revenue from external customers fell by 3.5% in 2025 to 32.16 billion yuan ($4.6 billion), Huawei said. Although that is less than 4% of Huawei&#8217;s total revenue, the company is the <a href="https://omdia.tech.informa.com/pr/2026/feb/mainland-chinas-cloud-infrastructure-market-accelerates-to-24percent-growth-in-q3-2025" target="_blank" rel="noopener">second-largest</a> cloud provider in mainland China.</p>
<p>While overall cloud revenue including internal customers rose by 4.8% to 72.8 billion yuan, the main ICT infrastructure segment reported revenue growth that slowed to 2.6%, down from 4.9% in 2024. </p>
<p>That&#8217;s the segment that would include Huawei&#8217;s self-developed Ascend AI chip solutions, meant to rival <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-3">Nvidia<span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span>. Huawei&#8217;s total ICT revenue for 2025 was 375.01 billion yuan. </p>
<p>The U.S. has restricted Chinese companies&#8217; access to the most advanced Nvidia chips, while Beijing has urged tech self sufficiency at home.</p>

ByteDance declined to comment. The two other Chinese companies did not immediately respond to a CNBC request for comment.</p>
<p>U.S.-developed AI tools are generally considered the <a href="https://artificialanalysis.ai/" target="_blank" rel="noopener">most capable in the world</a>, although some Chinese models have shown an edge in video generation. Not all U.S. AI models are officially accessible in mainland China.</p>
<p>Huawei&#8217;s modest cloud growth figures come amid rapid industry expansion worldwide and slower economic growth in China.</p>
<p>Globally, spending on cloud infrastructure services rose by 29% in the fourth quarter in a <a href="https://omdia.tech.informa.com/pr/2026/mar/global-cloud-infrastructure-spending-rose-29percent-in-q4-2025-as-hyperscalers-scaled-ai-infrastructure-investment" target="_blank" rel="noopener">sixth-straight quarter </a>of market expansion of more than 20%, according to Omdia. The firm predicts 27% cloud growth in 2026.</p>

<p>&#8220;In 2025, Huawei&#8217;s overall performance remained steady,&#8221; Sabrina Meng, Huawei&#8217;s rotating chairwoman, said in a brief statement, which also expressed gratitude to customers, partners and employees.</p>
<p>The intelligent automotive solutions unit saw revenue of 45.02 billion yuan, with growth slowing to 72% year-on-year, down from a whopping 474.4% in 2024, as the autos business captured an initial surge in electric vehicles. Huawei partners with several automobile manufacturers for in-car software and driver-assist technology. </p>

<p>The U.S. Mint unveiled new designs for the country’s 250th anniversary and it left out one key detail: the olive branch from the newly designed dime. The new reverse shows a bald eagle mid-flight, arrows clutched in its left talon and nothing—where an olive branch once lived—in its right, with beneath, the inscription “Liberty over Tyranny.”</p>

<p>For a nation whose founding symbols were carefully engineered around the balance of peace and war, that omission is hard to read as accidental.</p>
<p>Unchanged since 1946, the Roosevelt dime is now replaced by a modern Liberty figure on the front, solely for one year as the country celebrates its 250th anniversary this year. The U.S. Mint is marking the Semiquincentennial with a sweeping redesign of the coinage, something not undertaken since the 1976 Bicentennial. Authorized by Congress, the change touches the dime, quarter, half dollar, penny, and dollar coin, all bearing 1776–2026 dates.</p>
<p>The olive branch has anchored American iconography for 250 years—its absence from the very coin marking that anniversary is a curious choice, if not a telling one.</p>
<h2 class="wp-block-heading">What does the olive branch mean?</h2>
<p>When the Great Seal of the United States was finalized in 1782, it contained what the Founding Father’s held as the country’s most esteemed values. The eagle holds 13 arrows in its left talon and an olive branch in its right, its head turned toward the branch—the side which the eagle preferred to err on. </p>
<p>The arrows—not for lack of symbolism, take a wild guess why there are 13 of them—are in the eagle’s left talon, the traditionally thought-of weaker and subordinate side. Meant to represent the power of war and military preparedness,  the arrows clutched in the left talon signal that although the U.S. is always armed and ready, force is not its first instinct.</p>
<p>Charles Thomson, who shepherded the final design, was explicit: the arrows represented the power of war, the olive branch the power of peace, and together they carried a single message: the United States had a strong desire for peace, but would always be ready for war. </p>
<p>The eagle’s head facing the olive branch was not incidental. It was a statement of national preference, drawn directly from the Olive Branch Petition of 1775, Congress’s last diplomatic appeal to King George III before the war escalated beyond return.</p>
<p>Dropping the olive branch from the dime isn’t just a design choice: it’s a cultural signal. The Founders spent six years perfecting the balance between peace and war on the Great Seal. Erasing half of that equation, on a coin meant to celebrate their legacy, and especially 250 years after they fought for “Liberty over Tyranny,” says something about which half the country currently feels like.</p>
<h2 class="wp-block-heading">What was the coin design process?</h2>
<p>The U.S. Mint is also redesigning other currency. Five new one-year-only quarter designs trace American history from the Mayflower Compact to the Gettysburg Address. Acting Mint Director Kristie McNally <a aria-label="Go to https://www.usmint.gov/coins/coin-programs/semiquincentennial/#circulating" href="https://www.usmint.gov/coins/coin-programs/semiquincentennial/#circulating" target="_blank" rel="noopener">said</a> the goal was for every American to hold 250 years of history in their hands.</p>
<p>“The designs on these historic coins depict the story of America’s journey toward a ‘more perfect union,’ and celebrate America’s defining ideals of liberty. We hope to offer each American the opportunity to hold our nation’s storied 250 years of history in the palms of their hands as we Connect America through Coins.”</p>
<p>In 2025, the U.S. Mint brought the coin designs to the public, with the top rated coins reviewed and recommended by the <a aria-label="Go to https://www.ccac.gov/" href="https://www.ccac.gov/" target="_blank" rel="noopener">Citizens Coinage Advisory Committee</a> (CCAC) and <a aria-label="Go to https://www.cfa.gov/" href="https://www.cfa.gov/" target="_blank" rel="noopener">U.S. Commission of Fine Arts</a> (CFA). The CCAC, established in 2003, advises the Secretary of the Treasury on themes and designs of all U.S. coins and medals, the latter of which are used in commemoration and neither hold face value nor are legal tender. The CCAC, an informed and impartial resource for the Secretary, essentially, is meant to represent the interests of all Americans. The Secretary then approves all final suggestions.</p>
<p>In Sept. 2024, the coin designs were put into <a aria-label="Go to https://www.ccac.gov/system/files/media/calendar/images/SemiQ-Dime-Candidate-Design-Portfolio-2024-09-19-email.pdf" href="https://www.ccac.gov/system/files/media/calendar/images/SemiQ-Dime-Candidate-Design-Portfolio-2024-09-19-email.pdf" target="_blank" rel="noopener">review</a>. Each coin design will depict a special Semiquincentennial Liberty Bell with the numeral “250” marked on the coin.</p>
<h2 class="wp-block-heading">Coins and their symbolism</h2>
<p>In Dec. 2025, Secretary of the Treasury Scott Bessent nixxed three of the quarter designs that were approved by then-Treasury Secretary Janet Yellen during the Biden Administration for focusing “on DEI and Critical Race Theory policies.” One of the coins featured a line of people with arms linked, in between the words “We shall overcome.” </p>
<p>At the time, U.S. Treasurer Brandon Beach <a aria-label="Go to https://www.foxnews.com/politics/see-biden-era-dei-coins-bessent-scrapped-trump-team-restores-patriotic-250th-designs/" href="https://www.foxnews.com/politics/see-biden-era-dei-coins-bessent-scrapped-trump-team-restores-patriotic-250th-designs/" target="_blank" rel="noopener">said</a> the coinage design is supposed to “celebrate American history and the founding of our great nation,” but that imagery was scrapped because “the Biden Administration and Secretary Yellen remained focused on DEI and Critical Race Theory policies.”</p>
<p>“The Trump Administration is dedicated to fostering prosperity and <a aria-label="Go to https://www.foxnews.com/category/us/education/patriotism" target="_blank" rel="noreferrer noopener" href="https://www.foxnews.com/category/us/education/patriotism">patriotism</a>. We have no doubt these new designs will be wildly popular with the American people.”</p>

<p>It’s interesting to note, however, the 1916 Standing Liberty Quarter, a medal that also will be released this year in commemoration of the 250th anniversary (dubbed by the Mint as the SemiQ), features a standing Liberty holding an olive branch on the front, and on the back, the talons of an eagle gripping an olive branch.</p>
<p>Perhaps the most famous dime is the Mercury dime which was minted between 1916 and 1946. Designer Adolph Weinman chose to use a Roman fasces—an axe bound tightly in a bundle of rods—wrapped in an olive branch, together symbolizing military readiness tempered by a desire for peace, in a nod to the Roman Republic. Three years after the Mercury dime debuted, Benito Mussolini adopted the fasces as the emblem of his Italian fascist movement (even where the name derived from), and permanently darkened the symbol’s meaning, forcing President Franklin D. Roosevelt to replace the dime in 1946.</p>

<p>U.S. births fell a little in 2025, according to newly posted provisional data.</p>

<p>Slightly over 3.6 million births have been reported through birth certificates, or about 24,000 fewer than in 2024. The decline seems to confirm predictions by some experts, who doubted a 22,250-birth <a aria-label="Go to https://apnews.com/article/us-births-cdc-f8979f6ccf53708a78d0b3256b51f288" href="https://apnews.com/article/us-births-cdc-f8979f6ccf53708a78d0b3256b51f288" target="_blank" rel="noopener">increase in 2024</a> marked the start of an upward trend.</p>
<p>The Centers for Disease Control and Prevention updated its provisional birth data late last week, filling in two months of missing data and offering the first good look at last year’s tally.</p>
<p>The posted numbers account for nearly all of the babies born in 2025, according to the CDC. Data is still being compiled and analyzed, but the final tally might only add “a few thousand additional births,” said Robert Anderson, who oversees birth and death tracking at the CDC’s National Center for Health Statistics.</p>
<p>Experts say people are marrying later and also worry about their ability to have the money, health insurance and other resources needed to raise children in a stable environment.</p>
<p>Last year, the Trump administration took steps to encourage more births, like issuing an <a aria-label="Go to https://apnews.com/article/ivf-vitro-fertilization-trump-executive-order-65972cc1b10151bf1a0d9390fe5754d9" href="https://apnews.com/article/ivf-vitro-fertilization-trump-executive-order-65972cc1b10151bf1a0d9390fe5754d9" target="_blank" rel="noopener">executive order</a> meant to expand access to and reduce costs of in vitro fertilization and backing the idea of <a aria-label="Go to https://www.ap.org/news-highlights/spotlights/2025/us-adults-want-the-government-to-focus-on-child-care-costs-not-birth-rates-ap-norc-poll-finds/" href="https://www.ap.org/news-highlights/spotlights/2025/us-adults-want-the-government-to-focus-on-child-care-costs-not-birth-rates-ap-norc-poll-finds/" target="_blank" rel="noopener">“baby bonuses”</a> that might encourage more couples to have kids.</p>
<p>So far, only the number of births are available — and not birth rates and other information that can give insights into who is having babies.</p>
<p>For example, although births increased in 2024 over the year before, the <a aria-label="Go to https://apnews.com/article/fertility-rate-us-low-cdc-replacement-532c4f43f420f29b32212db9cfa0e0af" href="https://apnews.com/article/fertility-rate-us-low-cdc-replacement-532c4f43f420f29b32212db9cfa0e0af" target="_blank" rel="noopener">fertility rate actually fell</a>, noted Karen Guzzo, a family demographer at the University of North Carolina.</p>
<p>The fertility rate is a statistic describing whether each generation has enough children to replace itself — about 2.1 kids per woman. It has been sliding in America for close to two decades as more women wait longer to have children or don’t have kids at all.</p>
<p>For 2025, “I wouldn’t expect birth or fertility rates to have risen; I would expect them to fall because childbearing is highly related to economic conditions and uncertainty,” Guzzo said in an email.</p>
<p>Also, most of the births in 2025 would have been children conceived in 2024, when people were worried about affordability and political polarization, she added.</p>
<p>As a general trend, U.S. births and birth rates have been falling for years. They dropped in 2020, then <a aria-label="Go to https://apnews.com/article/covid-science-health-pandemics-a19eb76d3c0b6077a7c2d1ae92a4a67f" href="https://apnews.com/article/covid-science-health-pandemics-a19eb76d3c0b6077a7c2d1ae92a4a67f" target="_blank" rel="noopener">rose</a> for two straight years after that, an increase experts partly attributed to pregnancies put off amid the COVID-19 pandemic.</p>
<p>A 2% drop in 2023 put U.S. births at fewer than 3.6 million, the <a aria-label="Go to https://apnews.com/article/how-many-babies-are-born-us-25d99f438645908e5ed6ae29d3914b89" href="https://apnews.com/article/how-many-babies-are-born-us-25d99f438645908e5ed6ae29d3914b89" target="_blank" rel="noopener">lowest one-year tally</a> since 1979.</p>

<p>First, caution ahead of the US Federal Reserve’s policy decision on December 10. While a rate cut is expected, uncertainty around the outcome has pushed investors to reduce risk.</p>
<p>Second, persistent FII outflows continue to weigh on sentiment. Foreign investors have sold over ₹6,500 crore so far in December, pressuring equities despite strong domestic buying.</p>
<p>Third, the rupee hovering near record lows has rattled markets. A weaker currency raises import costs and inflation risks, adding stress to already fragile sentiment.</p>
<p>Fourth, uncertainty around the India–US trade deal remains. While talks are ongoing, lack of clarity is keeping investors cautious.</p>
<p>And finally, rising Japanese government bond yields are raising fears of a yen carry trade unwind, a move that could trigger fresh volatility across emerging markets, including India.</p>
<p>Bottom line: Global uncertainty, currency pressure and foreign fund selling are keeping markets on edge.</p>

<p>The share of U.S. homes that have lost value in the past year is the highest since the aftermath of the Great Recession, <a aria-label="Go to https://www.zillow.com/research/home-value-decline-35724/" class="" data-type="link" data-id="https://www.zillow.com/research/home-value-decline-35724/" target="_blank" rel="noreferrer noopener" href="https://www.zillow.com/research/home-value-decline-35724/">according to Zillow</a>.</p>

<p>In October, 53% of homes saw their “Zestimates” decline, the most since 2012 and up from just 16% a year earlier. Losses were most widespread in the West and South.</p>
<p>In fact, those regions have housing markets where nearly all homes declined in value over the last year. Denver topped the list with 91%, followed by Austin (89%), Sacramento (88%), Phoenix (87%) and Dallas (87%).</p>
<p>The Northeast and Midwest, by contrast, have largely avoided such losses, but declines are spreading to more homes in all metros, Zillow said.</p>
<p>In addition, most homes also dropped from their peak valuations, with the average drawdown hitting 9.7%. While that has soared from 3.5% in the spring of 2022, it’s still well below the 27% average drawdown in early 2012.</p>
<p>To be sure, lower home values are just losses on paper and aren’t realized by homeowners unless actual sale prices undercut their initial purchase prices.</p>
<p>By that score, homeowners are still ahead as Zillow data shows that values are up a median 67% since the last sale, and just 4.1% of homes have lost value since their last sale.</p>
<p>“Homeowners may feel rattled when they see their Zestimate drop, and it’s more common in today’s cooler market environment than in recent years. But relatively few are selling at a loss,” Treh Manhertz, senior economic researcher at Zillow, said <a aria-label="Go to https://zillow.mediaroom.com/2025-11-17-53-of-U-S-homes-lost-value-in-the-past-year,-the-most-since-2012" class="" data-type="link" data-id="https://zillow.mediaroom.com/2025-11-17-53-of-U-S-homes-lost-value-in-the-past-year,-the-most-since-2012" href="https://zillow.mediaroom.com/2025-11-17-53-of-U-S-homes-lost-value-in-the-past-year,-the-most-since-2012" target="_blank" rel="noopener">in a statement</a>. “Home values surged over the past six years, and the vast majority of homeowners still have significant equity. What we’re seeing now is a normalization, not a crash.”</p>

<p>The lower values come as the housing market has been frozen for much of the past three years after rate hikes from the Federal Reserve in 2022 and 2023 sent borrowing costs higher, discouraging homeowners from giving up their existing ultra-low mortgage rates.</p>
<p>But the dearth of new supply kept home prices high, shutting out many would-be homebuyers who were also balking at elevated mortgage rates.</p>
<p>With demand weak, the housing market has been shifting away from sellers and toward buyers. The pendulum has swung so far the other way that delistings soared this year as sellers become fed up with offers coming in below asking prices and just take their homes off the market.</p>
<p>But the National Association of Realtors sees a turnaround coming next year. NAR Chief Economist Lawrence Yun predicted <a aria-label="Go to https://www.realtor.com/news/trends/2026-housing-market-forecast-nar/?cid=soc_fy26__facebook_consumer__/" class="" data-type="link" data-id="https://www.realtor.com/news/trends/2026-housing-market-forecast-nar/?cid=soc_fy26__facebook_consumer__/" target="_blank" rel="noreferrer noopener" href="https://www.realtor.com/news/trends/2026-housing-market-forecast-nar/?cid=soc_fy26__facebook_consumer__/">earlier this month</a> existing-home sales will jump 14% in 2026 after three years of stagnation, with new-home sales rising 5%. Those sales will support a 4% uptick in home prices.</p>
<p>“Next year is really the year that we will see a measurable increase in sales,” Yun said at a conference on Nov. 14. “Home prices nationwide are in no danger of declining.”</p>

<p>The company has removed a total of 214 groups from its funding list while adding 101, according to a new <a href="https://www.techtransparencyproject.org/articles/googles-disappearing-dei-groups" target="_blank" rel="noopener">report</a> from tech watchdog organization The Tech Transparency Project. The watchdog group cites the most recent public <a href="https://kstatic.googleusercontent.com/files/e29e50235f1825fca3a033e7ae47f04846eb2b22062581cd4d0deedbd420b94250f17832a09b3530a6ac6f0ddbe166b271cd594ece2488285bcf46c00439dcb4" target="_blank" rel="noopener">list</a> of organizations that receive the most substantial contributions from Google&#8217;s U.S. Government Affairs and Public Policy team.</p>
<p>The largest category of purged groups were DEI-related, with a total of 58 groups removed from Google&#8217;s funding list, TTP found. The dropped groups had mission statements that included the words &#8220;diversity, &#8220;equity,&#8221; &#8220;inclusion,&#8221; or &#8220;race,&#8221; &#8220;activism,&#8221; and &#8220;women.&#8221; Those are also terms the Trump administration officials have reportedly told federal agencies to <a href="https://archive.ph/Cb6N5" target="_blank" rel="noopener">limit or avoid</a>.</p>
<p>In response to the report, Google spokesperson José Castañeda told CNBC that the list reflects contributions made in 2024 and that it does not reflect all contributions made by other teams within the company.</p>
<p>&#8220;We contribute to hundreds of groups from across the political spectrum that advocate for pro-innovation policies, and those groups change from year to year based on where our contributions will have the most impact,&#8221; Castañeda said in an email.</p>
<p>Organizations that were removed from Google&#8217;s list include the <a href="https://www.sjaacsa.org/about" target="_blank" rel="noopener">African American Community Service Agency</a>, which seeks to &#8220;empower all Black and historically excluded communities&#8221;; the <a href="https://latinoleadershipalliance.org/" target="_blank" rel="noopener">Latino Leadership Alliance</a>, which is dedicated to &#8220;race equity affecting the Latino community&#8221;; and <a href="https://www.enrooteducation.org/about-us" target="_blank" rel="noopener">Enroot</a>, which creates out-of-school experiences for immigrant kids. </p>
<p>The organization funding purge is the latest to come as Google began backtracking some of its commitments to DEI over the last couple of years. That pull back came due to cost cutting to prioritize investments into artificial intelligence technology as well as the changing political and legal landscape amid increasing national anti-DEI policies.</p>
<p>Over the past decade, Silicon Valley and other industries used DEI programs to root out bias in hiring, promote fairness in the workplace and advance the careers of women and people of color — demographics that have historically been overlooked in the workplace.</p>
<p>However, the U.S. Supreme Court&#8217;s 2023 decision to end affirmative action at colleges led to additional backlash against DEI programs in conservative circles.</p>
<p>President Donald Trump signed an executive order upon taking office in January to<a href="https://www.nbcnews.com/nbc-out/out-politics-and-policy/trump-sign-executive-orders-proclaiming-are-only-two-biological-sexes-rcna188388" target="_blank" rel="noopener"> end the government&#8217;s DEI programs</a> and directed federal agencies to combat what the administration considers &#8220;illegal&#8221; private-sector DEI mandates, policies and programs. Shortly after, Google&#8217;s Chief People Officer Fiona Cicconi told employees that the company would end DEI-related hiring &#8220;aspirational goals&#8221; due to new federal requirements and Google&#8217;s categorization as a federal contractor.</p>
<p>Despite DEI becoming such a divisive term, many companies are continuing the work but using different language or rolling the efforts under less-charged terminology, like &#8220;learning&#8221; or &#8220;hiring.&#8221;</p>
<p>Even Google CEO Sundar Pichai maintained the importance diversity plays in its workforce at an all-hands meeting in March.</p>
<p>&#8220;We&#8217;re a global company, we have users around the world, and we think the best way to serve them well is by having a workforce that represents that diversity,&#8221; Pichai said at the time.</p>
<p>One of the groups dropped from Google&#8217;s contributions list is the National Network to End Domestic Violence, <a href="https://nnedv.org/content/our-history/" target="_blank" rel="noopener">which provides</a> training, assistance, and public awareness campaigns on the issue of violence against women, the TTP report found. The group had been on Google&#8217;s list of funded organizations for at least nine years and continues to name the company as one of its corporate partners.</p>
<p>Google said it still gave $75,000 to the National Network to End Domestic Violence in 2024 but did not say why the group was removed from the public contributions list.</p>

An estimated 80,000 people died from overdoses last year, according to provisional Centers for Disease Control and Prevention <a href="https://www.cdc.gov/nchs/nvss/vsrr/drug-overdose-data.htm" target="_blank" rel="nofollow noopener">data released</a> Wednesday. That&#8217;s down 27% from 110,000 in 2023.</p>
<p>Still, annual overdose deaths are higher than they were before the COVID-19 pandemic. In a statement, the CDC noted that overdoses are still the leading cause of death for people 18-44 years old, &#8220;underscoring the need for ongoing efforts to maintain this progress.&#8221;</p>
<p>Some experts worry the recent decline could be slowed or stopped by reductions in federal funding and the public health workforce, or a shift away from the strategies that seem to be working. </p>
<p>&#8220;Now is not the time to take the foot off the gas pedal,&#8221; said Dr. Daniel Ciccarone, a drug policy expert at the University of California, San Francisco.</p>
<p>The CDC has been collecting comparable data for 45 years. The previous largest one-year drop was 4% in 2018, according to the agency&#8217;s National Center for Health Statistics. </p>
<p>All but two states saw declines last year — with some of the biggest in Ohio, West Virginia and other states that have been hard-hit in the nation&#8217;s decades-long overdose epidemic. Experts say more research needs to be done to understand what drove the reduction, but they mention several possible factors. Among the most cited:</p>
<ul>
<li>Increased availability of the overdose-reversing drug naloxone.</li>
<li>Expanded addiction treatment.</li>
<li>Shifts in how people use drugs.</li>
<li>The growing impact of billions of dollars in opioid lawsuit settlement money.</li>
<li>The number of at-risk Americans is shrinking, after waves of deaths in older adults and a shift in teens and younger adults away from the drugs that cause most deaths.</li>
</ul>
<p>The provisional numbers are estimates of everyone who died of overdoses in the U.S., including noncitizens. That data is still being processed, and the final numbers can sometimes differ a bit. But it&#8217;s clear that there was a huge drop last year.</p>
<p>A CDC report late last year showed that overdose deaths in the U.S. fell 17% between July 2023 and July 2024 — credited in part to wider naloxone access. Naloxone, also sold under the brand name Narcan,  was made <span class="link"><a href="https://www.cbsnews.com/news/narcan-approved-over-the-counter-sale-fda/" data-invalid-url-rewritten-http="" target="_blank" rel="noopener">available for over-the-counter purchase</a></span> in 2023 and is <span class="link"><a href="https://www.cbsnews.com/news/reversing-a-fentanyl-overdose-with-naloxone-60-minutes/" data-invalid-url-rewritten-http="" target="_blank" rel="noopener">standard for first responders</a></span> to carry. It&#8217;s even popped up <span class="link"><a href="https://www.cbsnews.com/news/naloxone-narcan-fentanyl-overdose-deaths-students-schools/" data-invalid-url-rewritten-http="" target="_blank" rel="noopener">in some classrooms</a></span>.   </p>
<p>The Trump administration has <span class="link"><a href="https://www.cbsnews.com/news/overdose-deaths-narcan-naloxone-harm-reduction-samhsa-trump-cuts/" target="_blank" data-invalid-url-rewritten-http="" rel="noopener">proposed</a></span> cutting a $56 million grant that teaches first responders how to use the lifesaving overdose reversal drug naloxone, which experts have previously said could reverse progress the U.S. has made in lowering opioid overdose deaths. </p>
<p>The grant money can be used by state and local organizations for training people on how to use naloxone, as well as administering and distributing the medication. The grant is administered by the Substance Abuse and Mental Health Services Administration. </p>
<p>Experts note that there have been past moments when U.S. overdose deaths seemed to have plateaued or even started to go down, only to rise again. That happened in 2018. </p>
<p>But there are reasons to be optimistic.</p>
<p>Drug manufacturers, distributors, pharmacy chains and other businesses have settled lawsuits with state and local governments over the painkillers that were a main driver of overdose deaths in the past. The deals over the last decade or so have promised about $50 billion over time, with most of it required to be used to fight addiction.  </p>
<p>Another settlement that would be among the largest, with members of the Sackler family who own OxyContin maker Purdue Pharma agreeing to pay up to $7 billion, could be approved this year. </p>
<p>The money, along with federal taxpayer funding, is going to a variety of programs, including supportive housing and harm reduction efforts, such as providing materials to test drugs for fentanyl, the biggest driver of overdoses now. </p>
<p>But what each state will do with that money is currently at issue. &#8220;States can either say, &#8216;We won, we can walk away'&#8221; in the wake of the declines or they can use the lawsuit money on naloxone and other efforts, said Regina LaBelle, a former acting director of the Office of National Drug Control Policy. She now heads an addiction and public policy program at Georgetown University. </p>
<p>President Donald Trump&#8217;s administration views opioids as largely a law enforcement issue and as a reason to step up border security. That worries many public health leaders and advocates. </p>
<p>&#8220;We believe that taking a public health approach that seeks to support — not punish — people who use drugs is crucial to ending the overdose crisis,&#8221; said Dr. Tamara Olt, an Illinois woman whose 16-year-old son died of a heroin overdose in 2012. She is now executive director of Broken No Moore, an advocacy organization focused on substance use disorder. </p>
<p>Olt attributes recent declines to the growing availability of naloxone, work to make treatment available, and wider awareness of the problem.</p>

<p>Nasdaq said late Friday that Super Micro is being <a href="https://www.nasdaq.com/press-release/annual-changes-nasdaq-100-indexr-2024-12-13" target="_blank" rel="noopener">removed from the index</a>, which is made up of the top 100 non-financial stocks on the Nasdaq and is the basis for the <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-4">Invesco QQQ Trust<span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span> exchange-traded fund, one of the most actively traded ETFs.</p>
<p>The announcement is the latest in a roller coaster of a year for Super Micro, which rocketed to a record high of $118.81 in March, as demand soared for the company&#8217;s servers packed with artificial intelligence processors. The company&#8217;s market cap reached over $70 billion, high enough to merit inclusion in the S&amp;P 500.</p>
<p>Super Micro is now worth about $20 billion, about a quarter the size of the median market cap of companies in the Nasdaq 100. Nasdaq will also remove <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-6">Illumina<span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span> and <span class="QuoteInBody-quoteNameContainer" data-test="QuoteInBody" id="RegularArticle-QuoteInBody-7">Moderna<span class="QuoteInBody-inlineButton"><span class="AddToWatchlistButton-watchlistContainer" id="-WatchlistDropdown" data-analytics-id="-WatchlistDropdown"><button class="AddToWatchlistButton-watchlistButton" aria-label="Add To Watchlist" data-testid="dropdown-btn"><span class="AddToWatchlistButton-addWatchListFromTag"/></button></span></span></span> from the group, effective Dec. 23.</p>

MicroStrategy shares have gained more than 500% so far this year and were flat in Monday&#8217;s trading.</p>
<p>For Super Micro, the story started to turn in August, when the company said it wouldn&#8217;t file its annual report with the SEC on time. Noted short seller Hindenburg Research then disclosed a short position in the company, and said in a report that it identified &#8220;fresh evidence of accounting manipulation.&#8221;</p>
<p>In October, Ernst &amp; Young resigned as Super Micro&#8217;s auditor, resulting in a 33% stock plunge. An independent special board committee evaluated concerns from Ernst &amp; Young and found no misconduct following a three-month investigation. The report recommended the company replace its CFO. The company said in November that BDO was its new auditor.</p>
<p>Super Micro was at risk of being delisted from Nasdaq altogether for a second time because of its delayed financial reports, but two weeks ago it received an extension until February 2025.</p>
<p>In a preliminary earnings report, the company said revenue for the third quarter was up 181% year over year, below consensus.</p>
<p>&#8220;Competition is strong, but I believe we are in good position,&#8221; CEO Charlies Liang said during a November conference call with analysts. Rivals include Dell and HPE.</p>

<p>BEIJING — China&#8217;s financial risks have dropped, including from local government debt, People&#8217;s Bank of China Governor Pan Gongsheng said in state media interviews published late Thursday.</p>
<p>Pan also said the central bank will work with the Ministry of Finance to enable China to reach its full-year growth targets. He said that <a href="http://www.news.cn/politics/20240815/1de7d7f511cc43ab98976e16a7894cbc/c.html" target="_blank" rel="noopener">monetary policy would remain supportive</a>.</p>
<p>Beijing has increasingly prioritized addressing risks from high debt levels in the real estate sector, which is closely linked to local government finances. International institutions have <a href="https://www.imf.org/external/np/seminars/eng/2016/pbc/pdf/ebooken.pdf" target="_blank" rel="noopener">long called on China to reduce</a> its ballooning debt levels.</p>
<p>&#8220;China&#8217;s overall financial system is sound. The overall risk level has significantly declined,&#8221; Pan said in an interview released by <a href="https://content-static.cctvnews.cctv.com/snow-book/index.html?item_id=7740350220046961440&amp;amp;toc_style_id=feeds_default&amp;amp;track_id=04D077D8-947C-44E5-92A6-5651EB02652E_745409672713&amp;amp;share_to=wechat" target="_blank" rel="noopener">state broadcaster CCTV</a>. That&#8217;s according to a CNBC translation of the transcript.</p>
<p>He noted that &#8220;the number and debt levels of local government financing platforms are declining,&#8221; and that the cost of their debt burden has &#8220;dropped significantly.&#8221;</p>

<p><a href="https://www.pimco.com.sg/en-sg/insights/viewpoints/local-government-financing-vehicles-a-growing-risk-for-chinas-economy/" target="_blank" rel="noopener">Local government financing vehicles emerged in China</a> in the last two decades to enable local authorities, who couldn&#8217;t easily borrow directly, to <a href="https://www.fidelityinternational.com/editorial/article/fundamentals-navigating-chinas-10-trillion-local-government-debt-market-b0e6aa-en5/" target="_blank" rel="noopener">fund infrastructure and other projects</a>. LGFVs primarily <a href="https://www.bis.org/publ/work822.pdf" target="_blank" rel="noopener">obtained financing</a> from shadow banking.</p>
<p>The lack of regulatory oversight often meant indiscriminate funding of infrastructure projects with limited financial return. That raised the debt burden on LGFVs, for which the local governments are responsible.</p>
<p>Coordinated efforts in the last year by local governments, financial institutions and investors have &#8220;alleviated the most pressing repayment needs of the weakest LGFVs and boosted market sentiment,&#8221; S&amp;P Global Ratings analysts said in a July 25 report, one year since Beijing made a concerted effort to reduce LGFV risk.</p>
<p>However, the report said LGFV debt &#8220;remains a big problem.&#8221; The analysis found that more than 1 trillion yuan ($140 billion) of LGFV bonds are due to mature over the next couple of quarters, while such debt growth remains in the high single digits.</p>
<p>Exacerbating debt challenges is China&#8217;s slowing growth. The economy grew by 5% in the first half of the year, raising concerns among analysts that the country would not be able to reach its target of around 5% growth for the full year without additional stimulus.</p>

<p><a href="https://www.imf.org/en/Publications/CR/Issues/2024/08/01/Peoples-Republic-of-China-2024-Article-IV-Consultation-Press-Release-Staff-Report-and-552803" target="_blank" rel="noopener">The International Monetary Fund on Aug. 2</a> said in its regular review of China&#8217;s financial situation that macroeconomic policy should support domestic demand to mitigate debt risks.</p>
<p>&#8220;Small and medium-sized commercial and rural banks are the weak link in the large banking system,&#8221; the IMF report said, noting China has nearly 4,000 such banks that account for 25% of total banking system assets.</p>

<h2 class="ArticleBody-subtitle"><a id="headline0"/>Addressing real estate</h2>

<p>The number of high-risk small and medium-sized banks has dropped to half of what it was at their peak, Pan said via state media on Thursday, without sharing specific figures.</p>
<p>In real estate, he pointed out the mortgage down payment ratio has reached a record low of 15% in China, and that interest rates are also low. Pan noted central authorities are helping local governments with financing so they can acquire property and turn them into affordable housing or rental units.</p>
<p>Property and related sectors once accounted for at least one-fourth of China&#8217;s economy. But in recent years Beijing has sought to shift the country away from relying on real estate for growth, toward advanced tech and manufacturing.</p>
<p>Pan&#8217;s public comments come after a week of heightened volatility in the government bond market.</p>
<p>Earlier on Thursday, the PBOC made the rare decision to delay a rollover of its medium-term lending facility in favor of a <a href="http://www.pbc.gov.cn/zhengcehuobisi/125207/125213/125431/125475/5431413/index.html" target="_blank" rel="noopener">577.7 billion yuan capital injection</a> via another tool called the 7-day reverse repurchase agreement. Pan highlighted that 7-day tool in June when <a href="http://www.pbc.gov.cn/hanglingdao/128697/128734/128871/5379007/index.html" target="_blank" rel="noopener">discussing PBOC efforts to revamp</a> its monetary policy structure.</p>
<p>The PBOC is scheduled Tuesday morning to release its monthly loan prime rate, another benchmark rate. The central bank cut the 1-year and 5-year loan prime rates by 10 basis points each in July, after keeping the 1-year unchanged for 10 straight months, and the 5-year unchanged for four months.</p>
