Shares of Coal India dropped 3% on Thursday after a report said that the central government is planning to sell a 3-4% stake in the PSU company for nearly Rs 10,000 crore via the offer for sale (OFS) route.

The government is expected to offer the shares at an attractive discount to the current market price, CNBC-TV18 reported citing sources. Coal India or the Department of Investment and Public Asset Management (DIPAM) are yet to confirm or deny any such development.

The Economic Times could not independently verify the report.

Coal India shareholding pattern

Notably, the government is Coal India’s largest shareholder, holding more than 63% stake in the PSU company as of March 31, 2026. Among public shareholders, mutual funds and alternate investment funds held a 9.5% stake, while insurance companies including Life Insurance Corporation (LIC) held around 12% stake at the end of the financial year 2026. LIC itself held more than 11% stake in Coal India, making it one of the biggest institutional shareholders.

Foreign investors meanwhile held more than 8% stake in Coal India. Over 25 lakh retail investors jointly owned around 4% stake in the company.

Shares of Central Mine Planning & Design Institute (CMPDI), a subsidiary of Coal India, could be poised for near-term upside, according to analysts, as the stock made a subdued market debut on Monday. The shares listed at a discount of around 7% to their issue price amid weak investor participation and cautious market sentiment.

The listing performance came after the IPO saw only modest traction, closing with an overall subscription of 1.05 times.

Gaurav Garg, Research Analyst at Lemonn Markets Desk, said CMPDI’s weak debut reflects broader caution in the market.

He noted that the stock listed at a discount of around 5-7% despite marginal grey market expectations, pointing to subdued retail participation and only modest subscription levels.

While the stock saw a slight recovery after listing, Garg said the lack of strong demand suggests limited near-term upside. He added that investors may consider using any short-term bounce to exit, while fresh entries should be approached cautiously, with a wait-and-watch approach for price stability and signs of institutional accumulation.

Live Events

The listing underscores the current trend in primary markets, where even fundamentally strong companies are seeing tempered debut performances amid selective investor appetite and tighter liquidity conditions.

Demand for the Rs 1,842 crore offer for sale was largely driven by institutional investors, with Qualified Institutional Buyers subscribing 3.48 times their quota. In contrast, retail participation remained muted at just 33%, indicating limited broader investor interest.CMPDI operates as a mining consultancy firm, providing services across coal and mineral exploration, mine planning, environmental management and geomatics. The company holds an estimated 61% market share in the coal and mineral consultancy segment in India and works closely with its parent, Coal India.

Financially, the company has delivered strong performance, reporting revenue of Rs 2,178 crore and net profit of Rs 667 crore in FY25, with EBITDA margins exceeding 42%. At the upper price band, the IPO was valued at around 18-21 times earnings, which was considered reasonable given its profitability and asset-light model.

However, the company’s heavy dependence on Coal India and the coal sector continues to be a key overhang, raising concerns around concentration risk and long-term sector dynamics.

India’s National Stock ‍Exchange (NSE) on Friday approved the creation of a unit to run a proposed national coal trading exchange.

Last year, India announced plans to establish a ‌coal trading ‌platform to buy and sell domestically produced coal amid ‌surging output.

NSE will hold at least a 60% stake in the coal exchange, with the remaining 40% to be potentially allocated to other shareholders, the exchange operator said in a filing.

“The platform ‌will enable ‍electronic trading of physical coal ‍through standardised contracts and facilitate physical ‌delivery and, in future, derivative products, subject to regulatory approval,” NSE said.

The exchange operator said the lack of a unified trading platform has resulted in price inefficiencies, limited access for smaller ‍participants and the absence of a reliable spot benchmark.

The Indian market is likely to trade lower on Friday, tracking muted global cues.

The Nifty futures closed positively with gains of 0.80%, at 22,620 levels on Thursday.

On the options front, the maximum Call OI is placed at the 23,000 strike, followed by the 22,500 strike, while the maximum Put OI is placed at the 22,500 strike, followed by the 22,000 strike.

Call writing is seen at the 22,500 strike, followed by the 22,800 strike, while Put writing is seen at the 22,500 strike, followed by the 22,400 strike.

“Options data suggests a broader trading range between 22,000 and 23,000 zones, with an immediate range between 22,300 and 22,700 levels,” said Chandan Taparia, Analyst-Derivatives at Motilal Oswal Financial Services Limited.

“Nifty formed a small-bodied bullish candle on the daily chart with a longer lower shadow, indicating that support-based buying remains intact for short-term recovery,” he added.“Now, the Nifty needs to hold above the 22,450 zones for an upward move towards 22,700, then 22,900 zones, while support has shifted higher to 22,400, then 22,250 zones,” recommended Taparia.

Brokerage firm JPMorgan maintained an overweight rating on ITC as well as on Godrej Consumer Products. Jefferies has a buy rating on Coal India and CLSA recommended a buy on L&T.

We have collated a list of recommendations from top brokerage firms from ETNow and other sources:

JPMorgan on ITC: Overweight| Target Rs 490

JPMorgan maintained an overweight rating on ITC with a target price of Rs 490. Clearing of BAT stake sale overhang to reverse recent underperformance. Cigarettes growth is likely to trend higher from Q3 lows.

Good execution is driving share gain-led growth. In the non-FMCG business, hotels shine and the paper segment might show improvement from FY25.

JPMorgan on Godrej Consumer: Overweight| Target Rs 1300

JPMorgan maintained an overweight rating on Godrej Consumer with a target price of Rs 1300. The stock is ticking all the right boxes. There is a lot to be excited about India business.Even as valuations have trended up, the potential for higher growth (vs peers) may support stock performance.

Jefferies on Coal India: Buy| Target Rs 520

Jefferies maintained a buy rating on Coal India with a target price of Rs 520. Global investment believes that the recent 13% decline offers a good buying opportunity.Volume growth trajectory has improved to feed India’s rising power demand. The big fall in e-auction prices seems largely behind.

The stock is trading at a steep 57% discount to Nifty-50 PE vs just 16% average discount over 2011-18.

CLSA on L&T: Buy| Target Rs 4260

CLSA maintained a buy rating on L&T with a target price of Rs 4260. L&T’s number one customer guides for capex hike and non-fossil capex.

L&T has an improving outlook, with its $75bn pipeline up 29% YoY in Q4. Global Investment Bank believes that its margin will improve from Q4 on lower legacy orders in its backlog.
